Patwaris Oppose Executor Role in Ownership Scheme

The Bhind unit of the Madhya Pradesh Patwari Association has strongly opposed the decision to assign Patwaris the role of executors under the Ownership Rights Certificate Execution and Registration-2026 Scheme. Led by District President Vinayak Singh Tomar and District Secretary Saurabh Bhadauria, the association submitted a memorandum to the Chief Minister and District Collector.

The association has clearly stated that if their demands are not met, all Patwaris in the state will distance themselves from tasks such as e-KYC, registration, and personal liability work related to this scheme starting from September 15, 2026. The association also warned that Patwaris will be compelled to observe a pen-down strike if the government exerts pressure.

Concerns Over Legal Liability and Administrative Burden

The Patwari Association argues that the management of 'Aabadi' land (inhabited land) falls under the purview of the Panchayat and Rural Development Department. Therefore, assigning Patwaris as executors will increase their risk of legal action in future disputes concerning boundaries, area, or possession.

According to the association, Patwaris are not mere transfer agents, and this work should be handled by the respective department. They are ready to provide only technical support for this scheme. Additionally, the Patwari Association has decided to boycott administrative actions under the guise of creating Farmer IDs and the impractical geo-tagging of crop inspections (Girdawari).

Unmet Demands and Strike Threat

The association expressed deep condolences regarding the recent death of a youth during a crop inspection. Patwaris also allege that despite postponing their strike on August 3, the government has taken no concrete steps to address their major demands, including salary discrepancies, grade pay, and cadre review.

The association warned that they will not accept any additional administrative burden until their service-related issues are resolved. They stated that the state government and administration will be solely responsible for any hindrance in the work.
