Irregularities Addressed in Kanshiram Urban Poor Housing Scheme

The district administration in Balrampur has taken decisive action against long-standing irregularities and the occupation of government housing by ineligible individuals under the Manyavar Kanshiram Ji Urban Poor Housing Scheme. On Friday, in a special ceremony, allocation letters for new permanent residences were handed over to 243 genuinely needy and eligible homeless families.

This initiative has brought new hope to the lives of poor families who have been waiting for permanent housing for an extended period. The transparent action, led by District Magistrate Dr. Vipin Kumar Jain, has set a new standard for accountability and impartiality in the implementation of government schemes. At the event, Sadar MLA Paltu Ram and Nagar Palika Parishad Chairperson Dheerendra Pratap Singh 'Dhiru' distributed the allocation letters to the beneficiaries, granting these families the right to live with dignity.

Extensive Investigation and Ground Verification Uncover Irregularities

Under the Manyavar Kanshiram Ji Urban Poor Housing Scheme, a total of 600 houses were constructed at eight locations in the district headquarters in 2010. Over time, the District Magistrate continuously received complaints during public grievance redressal programs alleging that many houses were being used by individuals other than the original allottees, some were being rented out, and many remained vacant for extended periods. These complaints raised questions about the scheme's objective: to provide shelter to the poorest and homeless families.

Taking cognizance of these serious complaints, the District Magistrate immediately ordered an investigation by the Nagar Palika Parishad and district-level officials. Subsequently, a three-tiered ground verification campaign was launched. This extensive investigation revealed that 216 houses were illegally occupied, while 259 houses had been locked for a long time. This situation was a clear indication of the misuse of government resources and the denial of rights to the needy.

Fair Process Leads to Allocation Cancellation

The administration, adhering to principles of fairness and natural justice, provided all concerned parties a full opportunity to present their case. Every effort was made to avoid any haste or bias in this process. The allocation of 216 illegally occupied houses was cancelled with immediate effect. Furthermore, the allottees of the 259 houses found to be locked were instructed to submit objections within 15 days before the Additional District Magistrate. Detailed information was also published on local notice boards to ensure no one could claim ignorance.

Within the stipulated period, a total of 101 objections were received. These were re-examined by a joint committee comprising the Executive Officer of the Nagar Palika Parishad and the District Minority Welfare Officer. In this intensive review, only 27 objections were found to be valid, including cases where the allottee had passed away and their family members were making claims according to regulations, or other legitimate reasons. Conversely, 74 objections were deemed baseless, often involving individuals who had occupied houses without any right or had rented them out.

Consequently, after the completion of the entire investigation and hearing process, a decision was taken on April 25, 2026, to cancel the allocation of a total of 436 houses, paving the way for government housing to reach its rightful owners.

Selection of New Eligible Beneficiaries and Housing Allocation

For the reallocation of the cancelled houses, the district administration invited new applications from April 30 to May 10, 2026. Special care was taken during this application process to ensure that only genuinely needy individuals applied. The application process was widely publicized through newspapers, the Nagar Palika Parishad, notice boards at all development blocks, and other municipal publicity channels to ensure information reached all potential beneficiaries. During this period, a total of 305 new applications were received, highlighting the scheme's necessity.

A five-member district-level committee, constituted by the District Magistrate, conducted a detailed and impartial verification of each application. The committee thoroughly examined the applicants' financial status, homelessness, and other prescribed criteria. Following this investigation, 243 families were found to be fully eligible for the scheme, having satisfactory verification and meeting all required conditions. Meanwhile, 62 applicants were declared ineligible due to flaws in their claims or failure to meet the eligibility criteria.

New Hope for Poor Families

In a grand ceremony held on Friday, allocation letters for their new homes were presented to these 243 eligible and homeless families. This moment was immensely significant for families who had dreamt of a permanent roof over their heads for years. This initiative will now provide a permanent and secure shelter to poor families who have been aspiring for housing for years, leading to a qualitative improvement in their living standards and securing them a respectable place in society.

This is not just an allocation of housing but a significant step towards providing these families the right to live a dignified life. The district administration has clarified that transparency, accountability, and eligibility will continue to be given the highest priority in all government schemes in the future. The objective of important schemes like the Kanshiram Housing Scheme will now be fulfilled in its true sense. Strict action will continue against any form of irregularity or corruption to ensure government schemes benefit only the needy.
