District Administration Enforces Strict Noise Pollution Control

In a bid to curb noise pollution and provide a peaceful environment for the general public, the Guna district administration has taken stringent measures. Collector and District Magistrate Kishore Kumar Kanyal has issued a comprehensive order imposing an immediate ban on the public use of loudspeakers across the entire district from 10 PM to 6 AM.

This prohibition, aimed at reducing noise pollution and maintaining law and order, will remain in effect until November 11, 2026. The decision was made based on a report and consultation from the Superintendent of Police. The order cites provisions from Section 163 of the Indian Citizen Security Code 2023, the Environment Protection Act 1986, and the Noise Pollution (Regulation and Control) Rules 2000.

DJ and Loudspeaker Usage Under New Directives

The administration has clarified that the operation of any kind of DJ systems on roads, intersections, and public thoroughfares will be completely prohibited. DJ and loudspeaker usage will only be permitted within duly authorized marriage gardens or enclosed premises, strictly adhering to prescribed decibel limits and timeframes.

The use of sound amplification devices in any lane or locality, whether public or private, will not be permitted at any time. This restriction applies uniformly to all types of public events, including wedding ceremonies, processions, parades, and festivals, ensuring that public life is not disrupted.

Strict Action for Violations

The District Administration has warned of severe action against those who violate these regulations. Any individual or entity failing to comply with these orders will face immediate confiscation of their DJ systems, loudspeakers, generator sets, and associated vehicles.

Furthermore, venues hosting such events, such as marriage gardens, may also be sealed. The administration has stated that the event organizers, venue owners, and DJ operators will be held jointly responsible for any events causing noise pollution.

Decibel Limits and Penal Provisions

To ensure strict adherence to noise standards, the administration has set specific decibel limits for different zones. Industrial areas will have a maximum limit of 75 decibels during the day and 70 decibels at night. Commercial areas will have a limit of 65 decibels during the day and 55 decibels at night.

Residential areas are permitted up to 55 decibels during the day and 45 decibels at night. Quiet zones, such as areas around hospitals or educational institutions, will have a maximum allowance of 50 decibels during the day and 40 decibels at night.

Collector Kanyal also clarified that individuals causing noise pollution will be subject to punitive action under Section 223 of the Indian Penal Code 2023. Repeated violations by marriage garden operators could lead to severe measures such as the cancellation of their licenses.
