Cooperative Department Promotion Exam Under Fire, Demand for Impartial Probe

Irregularities Plague Cooperative Department Promotion Exam

The recent departmental promotion examination held in the Madhya Pradesh Cooperative Department has been marred by serious allegations of irregularities. The Employee Struggle Front submitted a memorandum to the Principal Secretary of the department, accusing the exam of paper leaks, procedural malpractices, and promotions conducted against rules.

The organization has demanded an independent and impartial investigation into the entire matter, threatening to label it a 'Mini Vyapam' scandal, drawing parallels with the state's infamous Vyapam scam. Office bearers of the front claim that widespread rigging occurred in the examination conducted to promote over 100 clerks to the post of Cooperative Inspector.

Paper Leak and Suspect Marking Scheme

According to the complaint, the exam paper was prepared by an Assistant Commissioner working in the Apex Bank, and its standard was reportedly akin to an eighth to tenth-grade examination. This raises significant questions about the quality and seriousness with which the examination was conducted.

The Employee Struggle Front further alleged in its memorandum that the question paper reached a select few candidates three to four days before the examination. Consequently, a majority of candidates reportedly scored 99 out of 100 marks, an outcome deemed impossible in any standard examination process and raising direct suspicions.

The front has also cast doubt on the role of the Superintendent of the Establishment Branch, identifying him as the mastermind behind the entire episode.

Demand for Thorough Investigation into Confidential Procedures

The organization has called for an in-depth investigation into the entire confidential procedure of departmental promotions. They suggested examining all confidential records related to the examination, including candidates' Annual Confidential Reports (ACRs) and other relevant documents, with the aid of CCTV footage.

The primary objective behind this demand is the Employee Struggle Front's suspicion that misconduct occurred in the preparation of the promotion list. It is alleged that the employees who were promoted may not have met the prescribed qualifications or followed the correct procedures.

Therefore, an examination of crucial documents like Annual Confidential Reports (ACRs) would clarify whether the selection was based on performance and records, or if external influence was involved. The demand for CCTV footage aims to verify if any unauthorized activities took place during the public or private access to records.

'Mini Vyapam' Warning and Questions on Transparency

The Employee Struggle Front stated that if these allegations are proven true, the case could evolve into a 'Mini Vyapam' scandal, mirroring the state's major scam. Such an outcome would not only destroy the credibility of the promotion process in the Cooperative Department but also erode the trust of the department's employees in the system.

The organization stressed that the investigation must be conducted by an independent agency or a high-level committee to uncover the truth and bring the culprits to justice. This warning underscores that the employee class is no longer willing to tolerate such irregularities.

The Vyapam scam, which shook Madhya Pradesh, is still fresh in many memories. Against this backdrop, the allegations surrounding the Cooperative Department's promotion exam raise fears of a 'Mini Vyapam'. If investigative agencies confirm the veracity of the charges, it will not only tarnish the department's image but also cast a shadow of doubt over the entire administrative machinery.

The lack of transparency in the department is evident. The questions raised regarding the paper preparation process, examination standards, and marking scheme indicate systemic flaws.

Employees demand that future examinations be conducted more fairly and transparently, leaving no room for rigging or favoritism. To this end, the Employee Struggle Front has not only demanded an investigation but also expects corrective measures to prevent recurrence.

Currently, the Cooperative Department has not issued any official response or clarification regarding these serious allegations. The silence from the departmental administration is making the matter even more sensitive. The eyes of employees and the general public are now fixed on whether the department takes these allegations seriously and initiates an impartial investigation soon.

This development has undoubtedly cast a significant question mark on the functioning and transparency of the Cooperative Department.
