The 18th BRICS Summit concludes with the New Delhi Declaration, focusing on terrorism, global governance reform, and strengthening the Global South.

New Delhi Declaration Adopted, Outlining Key BRICS Stances
The 18th BRICS Summit, held in New Delhi, concluded on September 12, 2026, with the unanimous adoption of the New Delhi Declaration. This significant 140-point document outlines the shared positions of member nations on crucial issues including terrorism, the West Asia crisis, the situation in Gaza, global trade, economic sanctions, energy security, and reforms in global governance.
The summit, hosted under India's presidency, is considered a significant step towards making BRICS cooperation more practical, inclusive, and development-oriented. Addressing the summit, Prime Minister Narendra Modi described BRICS as "larger in scope and stronger in purpose." He expressed gratitude to the leaders of member states for unanimously adopting the declaration.
Prime Minister Modi Emphasizes Empowering the Global South
Prime Minister Modi clarified that the aim of BRICS is not to oppose any country, but to strengthen the voice of the Global South and make the international order more representative. He called on Global South nations not to merely be rule-followers, but to emerge as active participants shaping the rules.
Reforming Global Governance and Representation
Prime Minister Modi described reforms in the global governance system as an urgent necessity in the current era. He stressed the immediate need for reforms in the United Nations Security Council, advocating for increased participation of developing countries.
The Prime Minister emphasized the need to transform the current international order, which he termed a "pyramid" structure of privileges, into a platform for partnership. India also focused on preparing a framework for long-term institutional cooperation for BRICS and setting the group's direction for the next two decades.
Call for Zero Tolerance Against Terrorism
The New Delhi Declaration clearly articulated the BRICS nations' firm stance against terrorism. The declaration strongly condemned the terrorist attack in Pahalgam on April 22, 2025. BRICS leaders reiterated their 'zero tolerance' stance against all forms and manifestations of terrorism.
Furthermore, they underscored the need for effective action against the financing of terrorism, dismantling terror networks, and providing safe havens for terrorists. This strong message signals a united front against a persistent global threat.
Concern Over West Asia Crisis and Gaza's Humanitarian Situation
BRICS nations expressed deep concern over the volatile situation in West Asia. The declaration called for maximum restraint from all relevant parties. BRICS leaders emphasized the resolution of disputes through dialogue, consultation, and diplomacy.
Additionally, concern was voiced over the deteriorating humanitarian situation and the safety of civilians in Gaza, highlighting the urgent need for peace and stability in the region. This shows a humanitarian dimension to the bloc's foreign policy focus.
Emphasis on Economic Policies and Reform of International Financial Institutions
On the economic front, BRICS countries expressed concern over the growing impact of unilateral tariffs, non-tariff barriers, and unilateral economic sanctions. Member states believe such policies pose serious challenges to global trade, particularly for developing economies.
The declaration reiterated the need for reforms in international financial institutions to strengthen the representation of developing countries and establish greater balance in global economic governance. This push for reform reflects a desire for a more equitable global economic system.
Energy Security and the Need for a Just Energy Transition
In the energy sector, BRICS emphasized the need for a just, orderly, and inclusive energy transition. The declaration acknowledged the current role of fossil fuels in the energy mix of developing countries, while also stressing energy security, strengthening stable supply chains, and ensuring access to critical minerals.
This reflects the diverse energy needs of member states and their commitment to moving towards a sustainable energy future. The approach balances immediate needs with long-term environmental goals.
Evaluation of India's Presidency and Future Plans
During the summit hosted by India, over 400 meetings and events were held across 30 cities. The declaration commended the efforts made under India's presidency. A commitment was also expressed to support China in hosting the 19th BRICS Summit and its presidency in 2027.
The New Delhi Declaration has emerged as a crucial document in building consensus among nations with diverse political and strategic interests. Through this platform, India has not only sent a clear message against terrorism but has also advocated for the decisive role of the Global South, the importance of multilateralism, and a more balanced global governance system.
