Risk of Accidents Due to Stray Cattle on Roads: Notices Issued to Eight Sarpanches

Stray Cattle Pose Accident Threat

In a significant move, the Chief Executive Officer (CEO) of the District Panchayat, Veersingh Chauhan, has taken a decisive step to address the escalating threat of accidents caused by the open movement of cattle on roads and public spaces in Bhind district. Following an inspection on September 11, 2026, which revealed irregularities, CEO Chauhan has issued show-cause notices to the sarpanches of eight Gram Panchayats.

The inspection highlighted that in these Gram Panchayats, falling under Janpad Panchayat Bhind, Lahar, and Raun, cattle are roaming freely on roads, at intersections, and near farmers' crops. The administration views this situation as serious, deeming it contrary to public interest and a dereliction of the sarpanches' official duties. The unchecked presence of stray cattle not only obstructs traffic significantly but also continuously increases the risk of road accidents, posing a threat to both life and property.

Sarpanches Asked for Clarification, Warned of Removal

The notices issued by CEO Veersingh Chauhan demand an explanation from the concerned sarpanches as to why they should not be removed from their positions under Section 40 of the Madhya Pradesh Panchayat Raj Evam Gram Swaraj Adhiniyam, 1993. These notices have been served to the sarpanches of Gram Panchayats where the problem of stray cattle movement has been found to be severe.

The sarpanches who have received the notices include Omveer Singh Chauhan from Manpura, Mamta Baghel from Barakala, Virendra Singh Yadav from Umri, Sunil Kumar from Dhonchra, Preeti Devi from Khera Shyam Pura, Arvind Sharma from Lapwaha, Savitri Bai from Rari, and Uma Devi from Mehda. All of them have been instructed to appear personally by September 15, 2026, to submit their explanations along with evidence in their defense.

Warning of Ex Parte Action

The administration has made it clear that if satisfactory explanations are not received within the stipulated deadline, ex parte punitive action will be taken against the concerned sarpanches. They will be held responsible for their failure to comply. This action is being seen as a significant initiative to ensure the accountability of village governance and prioritize public safety.
