Nepal PM Urges India-China Climate Cooperation

The Cliff News | 15 October 2026

Nepal's Prime Minister Balendra Shah has put forth a significant proposal aiming to foster unprecedented cooperation between regional rivals India and China to combat the growing climate crisis in the Himalayas. Addressing the recent UN General Assembly, Shah highlighted the devastating impact of recent floods in his country and advocated for a unified approach to tackle environmental threats in the ecologically sensitive mountain range.

The core of Shah's proposal is the establishment of a Himalayan Climate Resilience Mechanism. This initiative would aim to enhance cross-border disaster response capabilities and facilitate the sharing of vital scientific data and expertise. The Prime Minister envisioned the Himalayas as a model for international collaboration, rather than a point of contention fueled by fragmented information.

A Call for Unity Amidst Rivalry

The ambitious plan seeks to bring together India and China, two nations with a long history of territorial disputes, including along their shared Himalayan border. These long-standing geopolitical tensions have previously led to conflicts and stand-offs.

A senior official from Nepal's foreign ministry, speaking anonymously, indicated that the proposal is in its initial stages. The ministry is reportedly working with other government agencies to develop a preliminary framework to build a common understanding among the involved nations.

As of the latest reports, neither India nor China has issued a formal response to Prime Minister Shah's initiative. The BBC has reached out to the foreign ministries of both countries for comment.

Climate Change as a Unifying Force?

Despite the deep-seated political differences between India and China, the escalating climate threats in the Himalayas present a compelling argument for cooperation. The region is experiencing rising temperatures that exceed the global average, leading to accelerated glacier melt and permafrost thaw.

These environmental changes are significantly increasing the risk of natural disasters such as landslides, rockfalls, avalanches, and glacial lake outburst floods. Such events do not respect national borders, posing a grave threat to lives, infrastructure, and livelihoods in communities located downstream in all three countries.

The recent devastating debris floods that struck Nepal in August served as a stark reminder of the interconnectedness of the region and the urgent need for a coordinated response to mitigate the impacts of climate change. Shah's initiative underscores the potential for shared environmental challenges to bridge geopolitical divides.
