Allegations of Financial Misconduct

Mohna Council President Radhakrishna Dhakad is under scrutiny following allegations of financial irregularities. The Gwalior Collector has forwarded a proposal to the Urban Development and Housing Department recommending action.

The proposal cites Section 41 "A" of the Madhya Pradesh Municipalities Act, 1961. This follows a complaint lodged by six Mohna Nagar Parishad councillors.

The Councillors' Complaint

The councillors' complaint, filed on November 18, 2025, accuses Dhakad of misusing his position. They allege he acted for personal gain and damaged the council's reputation.

The complaint also states that Dhakad pressured the in-charge Chief Municipal Officer to circumvent established rules. This prompted an official investigation.

Investigation Findings

An inquiry committee, led by the Sub-Divisional Officer (Revenue), Ghatigaon, was formed on November 24, 2025. The committee submitted its report on January 7, 2026.

The report identified several financial and procedural discrepancies. The investigation revealed critical lapses in financial matters.

Key Irregularities Uncovered

Payments for water supply materials lacked required signatures from all tender committee members. Similarly, payments for motors and submersible pumps, totaling nearly ₹9.91 lakh, were made without the Chief Municipal Officer's signature.

Essential tender and approval formalities were ignored in purchases of submersible motors and solar lights. The Collector’s office deemed these failures financial irregularities.

Violation of Procedures

The inquiry report clearly states that rules and procedures were ignored in several instances. These violations occurred while carrying out official proceedings.

“The inquiry report clearly stated that rules and procedures were ignored in several cases while carrying out the proceedings.”

Action Against Other Officials

A separate proposal for action has been sent against in-charge Chief Municipal Officer Siyaram Yadav. This indicates a broader effort to address the alleged misconduct.

Now the Urban Development and Housing Department will make the final decision on both proposals.

What to Watch Next

The Urban Development and Housing Department will review the Collector's proposal and the inquiry report. Their decision will determine whether Radhakrishna Dhakad faces further disciplinary action, potentially impacting the governance of Mohna Nagar Parishad.
