The Cliff News | Bhopal | August 5, 2026 The Madhya Pradesh High Court has granted significant legal relief to the state's Minister for Food, Civil Supplies, and Consumer Protection, Govind Singh Rajput, by dismissing an election petition filed against him by former Sarpanch Rajkumar Dhanora.

The petition alleged that Minister Rajput had intentionally concealed crucial property information in his election affidavit during the 2023 Assembly elections. After a thorough hearing, the court deemed these allegations baseless and dismissed the plea.

The petitioner claimed that Minister Govind Singh Rajput had failed to include details of properties belonging to an educational committee linked to his family in his affidavit, thereby challenging his election.

During the detailed proceedings, the High Court clarified that under the Representation of the People Act, it is mandatory for any candidate to provide complete details of their own properties and those of their dependents. After examining the available evidence, facts, and legal provisions, the court found that the allegations made in the petition did not present sufficient grounds to declare any election void.

Allegations of Concealing Assets, Previous Petition Also Dismissed

This is not the first time Minister Govind Singh Rajput has received relief from the court regarding such allegations. Previously, a petition filed by the then Congress Assembly candidate Neeraj Sharma, alleging concealment of property information in the 2023 electoral affidavit, was also dismissed by the High Court.

The dismissal of petitions on similar grounds for the second consecutive time is considered a significant legal victory for Minister Govind Singh Rajput. Political analysts believe that the rejection of two successive petitions has now proven the allegations against Minister Govind Singh Rajput to be legally untenable.

Conversely, the allegations made by the Congress have not stood up in court. It is also noteworthy that former Sarpanch Rajkumar Dhanora, who is reportedly accused of criminal tendencies and embezzlement of crores of rupees, has previously made false accusations against Minister Rajput in various matters, but has never achieved judicial success. He is known to be in the habit of making such false accusations for cheap popularity.

Digital Revolution: Food Grain Distribution via CBDC

A major step is being taken towards digitizing Madhya Pradesh's Public Distribution System (PDS). Under the Pradhan Mantri Garib Kalyan Anna Yojana, preparations have begun to provide rations to eligible beneficiaries through the Reserve Bank of India's (RBI) Central Bank Digital Currency (CBDC) instead of cash or traditional systems.

The state's Minister for Food, Civil Supplies, and Consumer Protection, Govind Singh Rajput, announced that the Government of India has selected the cities of Bhopal and Indore in Madhya Pradesh for this ambitious pilot project. The aim is to implement this system in all fair price shops in these cities by December 2026.

Upon successful implementation of this scheme, eligible beneficiaries will receive CBDC tokens directly in their digital wallets each month, corresponding to their grain eligibility. To receive rations, beneficiaries will only need to scan a QR code available at the fair price shop via their mobile app. Once the token is used, they will receive wheat, rice, and other eligible grains.

This process will make the entire system completely digital and transparent. Food Minister Shri Rajput further stated that this system will be a milestone in preventing leakages in the public distribution system, curbing the misuse of subsidies, and ensuring 100% transparent delivery of food grains to beneficiaries. This digital rupee will only be usable for purchasing rations, ensuring that government assistance is not misused for other purposes.

Digital PDS Action Plan

The plan includes verifying beneficiaries' Aadhaar and ration card data, validating mobile numbers, and completing the e-KYC (e-Know Your Customer) process. Following this, beneficiaries will be onboarded onto the Punjab National Bank (PNB) digital rupee mobile app.

Fair price shops will be integrated with a QR-code-based CBDC payment system, and vendors will receive special training on operating this new system. State Minister for Food, Civil Supplies, and Consumer Protection, Govind Singh Rajput, informed that a detailed action plan has been prepared after several rounds of meetings and video conferences between the Government of India's Department of Food and Public Distribution, the Madhya Pradesh Food Department, Punjab National Bank, NIC (National Informatics Centre), and other technical agencies.

Consequently, this is being implemented as a pilot project in all fair price shops in Bhopal and Indore. Minister Rajput expressed hope that if this pilot project is successful, Madhya Pradesh will become one of the leading states in the country where the digital rupee directly facilitates the implementation of public welfare schemes.

According to experts, this initiative will not only make the Public Distribution System (PDS) cashless, paperless, and transparent but may also pave the way for the use of CBDC in other welfare schemes in the future.
