Madhya Pradesh Police's 'Shakti Cafe' Initiative Expands with 18th Center, Empowering Women Towards Self-Reliance

18th 'Shakti Cafe' Center Inaugurated in Bhopal

The Madhya Pradesh Police's 'Shakti Cafe' initiative, designed to economically empower women affected by crime and violence, celebrated the opening of its 18th center near the GRP headquarters in Bhopal on September 23, 2026. Alongside the cafe, 'Parimal Canteen' was also launched, providing new employment avenues for women under the community policing umbrella.

Launched in 2022 under concepts like 'Safe Spaces for Women in Urban Areas' and 'Safe Tourism for Women,' the 'Shakti Cafe' initiative primarily aims to foster economic self-sufficiency among women navigating domestic violence or other challenging circumstances who seek to rebuild their lives. Establishing these cafes near police stations or in public spaces not only provides employment but also enhances women's access to police assistance.

Economic Empowerment and Self-Reliance

DIG Community Policing, Mr. Vineet Kapoor, emphasized that the core objective of 'Shakti Cafe' extends beyond legal aid to offering women financial independence. He highlighted that financially self-reliant women possess greater agency in decision-making and are better equipped to break free from cycles of violence. This initiative is being advanced as an effective model of community policing.

Mr. Kapoor further informed that women operating these cafes are being provided loans through the Pradhan Mantri Mudra Yojana via the State Bank of India (SBI). Various partner organizations also offer training and guidance in areas such as catering, food production, and hygiene. Several women have already demonstrated exemplary self-reliance by repaying their loans ahead of schedule.

Innovative Community Policing Experiment

Additional Superintendent of Police, Bhopal, Ms. Monika Shukla, lauded the expansion of the 'Shakti Cafe' initiative and the efforts to economically empower women. She stated that the police's role is not limited to registering crimes but also includes supporting victims in returning to normal life, which is a crucial component of community policing.

During the event, female police officers acknowledged the struggles and spirit of self-reliance of the women operating 'Shakti Cafes.' ACP Santosh Patel was honored for assisting a woman in the Shahjahanabad area to establish a 'Shakti Cafe.' Through this initiative, numerous women have launched their own businesses and are now providing employment to others.

National Recognition and Expansion Plans

The 'Shakti Cafe' initiative has been presented nationally as a best practice in community policing. It has been showcased at the National Police Academy, and the Bureau of Police Research and Development (BPR&D) has shared its experiences at national forums related to women's safety and tourism. Plans are underway to expand this model to major tourist destinations and urban areas by integrating it with the 'Safe Tourism for Women' initiative.

The program also stressed the importance of identifying elderly and destitute women who lack adequate family support and connecting them with social security schemes. It was noted that necessary assistance would be provided through coordination with relevant departments and organizations. Police officers urged the 'Shakti Cafe' operators to focus on providing clean, nutritious, and quality food, underscoring the significance of healthy meal options for police personnel who work long hours.

The launch of 'Parimal Canteen' was described as a significant step towards fostering women not as objects of pity or assistance, but as entrepreneurs achieving self-reliance through opportunity. The Madhya Pradesh Police, under the slogan 'Steps Towards Self-Reliance from Safety,' remains committed to women's safety, social, and economic empowerment through community policing. Innovations like 'Shakti Cafe' are strengthening trust and cooperation between the police and the community. Various collaborators who supported this initiative were also honored at the event.
