Case Registered Against Senior Officer in Caste Certificate Fraud

The Vigilance Unit of Madhya Pradesh Police has taken significant action, registering a case against a retired senior police officer and several associated individuals. The charges involve allegations of fraud related to caste certificates, specifically for benefiting as a candidate from the Scheduled Tribe (ST) category.

Improper Gain in MPPSC Exams Under Scrutiny

This case is linked to individuals unfairly leveraging reserved category benefits in the Madhya Pradesh Public Service Commission (MPPSC) examinations. The Vigilance Unit, located at the Police Headquarters in Bhopal, initiated this action following a detailed investigation.

Complaint Spurs Investigation

The First Information Report (FIR) was filed based on a complaint lodged by Mr. Harveer Singh Raghuvanshi, a resident of RaghoGhat, District Guna. The complaint alleges that the concerned officer misused a Scheduled Tribe certificate to secure benefits within government services.

High-Level Scrutiny of Forged Caste Certificate

In this matter, a thorough investigation was conducted by the 'High-Level Scrutiny Committee for Scheduled Tribe Suspect Caste Certificates' of the Madhya Pradesh government in Bhopal. After examining available records and facts, the committee found the Scheduled Tribe certificate, issued in 1984 by the Primitive Caste Welfare, Vidisha, to be invalid.

Questions Raised on Original Residency

During the investigation, doubts were also raised regarding the facts of the concerned officer's original residency at the time the certificate was issued. The probe aims to ascertain the legitimacy of the foundational evidence used for the certificate.

Promotional Benefits Based on Questionable Certificate

Shocking details emerged during the investigation that before his appointment to the police service, the concerned officer had presented himself as an Other Backward Class (OBC) candidate during his service as a government teacher. Subsequently, he secured the position of Deputy Superintendent of Police through the MPPSC examinations and then availed promotions and other service benefits on this basis.

Legal Action and Further Investigation

The report from the high-level scrutiny committee also sheds light on the process of issuing the caste certificate, including the role of the then-officials and records. The investigation is also examining whether the certificate issuance process adhered to rules and available documentation.

FIR Filed Under IPC and SC/ST Act

Based on all these facts and the investigation committee's report, a case was registered at the Vigilance Police Station, Police Headquarters, Bhopal on September 18, 2026. The FIR has been filed against the concerned individuals and other unidentified persons under:

• Section 120-B (Criminal Conspiracy) of the Indian Penal Code, 1860
• Section 167 (Public servant framing an incorrect document with intent to cause injury) of the Indian Penal Code, 1860
• Section 420 (Cheating) of the Indian Penal Code, 1860
• Section 3(1)(q) (Commitment of any offence by person falsely pretending to be a member of a caste or tribe) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989

The police are now conducting an investigation based on documents, statements of the involved individuals, and other available evidence. Further legal action will be taken based on the evidence gathered.
