Municipal Corporation Takes Strict Action Against Illegal Construction in Residential Areas, Issues Notices to 228 Buildings

Bhopal: The Bhopal Municipal Corporation has intensified its crackdown in residential areas of the capital where commercial activities are being operated in violation of approved usage. The corporation has issued notices to 228 such commercial buildings, giving them an ultimatum to bring their structures in line with the original approved maps within the next 10 days.

This action is not limited to merely sealing shops; it also emphasizes the removal of any illegal alterations made within the building and restoring its original form. This assertive action by the corporation has led to discontent among local traders and building owners.

In protest, approximately one thousand traders organized a march, demanding a practical solution from the administration. Traders argue that the sudden action against establishments operating for years will severely impact their businesses negatively. They have pleaded with the administration to find measures within the legal framework that ensure compliance with rules without affecting their businesses.

Corporation Vigilant on Changes in Building Usage

The notices issued by the Municipal Corporation provide clear instructions to building owners to adhere to the building maps approved at the time of construction permit. This means that simply closing a shop shutter will not suffice.

If a space designated for parking or any other purpose in the approved map has been converted into a shop or other commercial construction later, that unauthorized construction must be removed, and the original approved use must be reinstated. Similarly, if walls have been removed and shutters installed in violation of the approved map, converting that part into a shop, the corporation may order the removal of such shutters and the reconstruction of the original wall.

Overall, the primary objective of the Municipal Corporation's current action is to ensure that every building is used strictly in accordance with its original approved building permission, thereby preserving the building's original character.

Opportunity to Respond and Further Process

The Municipal Corporation has also given building owners who disagree with the issued notices an opportunity to present their case. Affected building owners can submit their written response to the corporation's office within seven days.

Corporation officials will thoroughly examine the received responses and the documents presented by the building owners. Further action will be decided only after this investigation. In this process, building owners will have to clarify the basis on which their construction or commercial use can be considered valid.

The corporation will reconcile the situation with its records and approved maps, after which a final decision will be made. This step will ensure that the action is fair and that no legitimate commercial activity is shut down unnecessarily.

Stern Stance on Continued Rule Violations

According to Municipal Corporation officials, if building owners fail to comply with the rules after the notice is issued, or if they do not remove constructions contrary to the approved map within the stipulated time, they may be issued a final 24-hour notice.

After the expiry of this final notice period, the Municipal Corporation will take necessary action at its level. This action may include the removal of all constructions found to be violating the approved map, such as shops built on parking spaces, new shutters installed after altering approved maps, or any other use found to be different from the building's original approved purpose.

Traders' Concerns and Demand for Solutions

In response to the Municipal Corporation's strict action, approximately one thousand traders in Bhopal have united and organized a march. They have expressed their plight to the administration, requesting that instead of immediate action, a practical and long-term solution be found that ensures compliance with rules while also preventing the sudden closure of their businesses, which have been operating for years.

Traders also argue that many commercial activities have been ongoing for a long time, and the livelihoods of a large number of people depend on them. Therefore, before any action, a clear policy and a solution that understands the ground reality are essential.

Focus of the Action: Parking and Building Usage

The most significant aspect of the current action by the Municipal Corporation is the discrepancy between the approved building usage and its actual use. Many buildings in Bhopal were constructed with designated spaces for parking, open areas, or other purposes, but over time, commercial activities have also commenced in these areas.

The Municipal Corporation now intends to go beyond merely stopping commercial activities in such cases and is particularly emphasizing bringing the buildings back in line with their original approved maps. This initiative is expected to revive parking facilities in the city and lead to the removal of unauthorized constructions in buildings.

Stir in Commercial and Residential Areas

Following the issuance of notices to 228 buildings, there is considerable discussion in Bhopal's commercial and residential areas regarding this action. While the Municipal Corporation is emphasizing strict adherence to approved building maps and land use regulations, the trading community is concerned about the potential adverse effects on their businesses and employment and is demanding solutions.

Currently, all eyes are on the Municipal Corporation's review of building owners' responses and the subsequent actions. If violations of rules are proven, action to remove unauthorized modifications in buildings may be taken after a final 24-hour notice.
