Allegations of Fraud in Kurwai Nagar Parishad: Dual Salary and Illegal Regularisation Complaints Emerge

Kurwai Nagar Parishad Faces Allegations of Fraudulent Practices
A serious case of alleged document manipulation to benefit an employee has surfaced in the Kurwai Nagar Parishad in Vidisha district. RTI activist Ashutosh Sharma has demanded a high-level inquiry and the filing of an FIR into the matter.
He alleges that one individual was simultaneously employed as an ambulance driver in the health department and registered on the daily wage worker muster roll of the Kurwai Nagar Parishad. Subsequently, this individual was allegedly regularised (made permanent) in a position like fireman, in violation of rules.
This complaint has been sent to the Additional Chief Secretary of the Urban Development and Housing Department of the Madhya Pradesh government, outlining serious accusations including forgery, fake attendance, dual salary payments, and illegal regularisation. The complainant suggests these irregularities have caused financial loss to the government and suspects collusion of former officials and employees.
Dual Employment Revealed Through RTI Documents
Supporting his claims, Ashutosh Sharma cited an experience certificate issued by the then Block Medical Officer of the Community Health Centre (CHC) Kurwai. According to this certificate, Afroz Khan, son of Hamid Khan, a resident of Kurwai, was regularly employed as an ambulance driver in the health department from 2004 to 2007.
However, during the same period, Afroz Khan's name was also found on the daily wage worker attendance muster roll of the Kurwai Nagar Parishad. The RTI activist argues that it is impossible for one person to be in full-time service in two different government departments simultaneously. Therefore, the authenticity of his attendance recorded in the Nagar Parishad's records is being questioned, and a thorough investigation is demanded.
Serious Allegations of Muster Roll Tampering
The complaint specifically raises serious allegations regarding the attendance muster rolls of the Kurwai Nagar Parishad for the years 2006 and 2007. Ashutosh Sharma claims that cutting, overwriting, and variations in signatures are clearly visible in these muster rolls.
He believes that these documents were deliberately altered to enable Afroz Khan to gain undue benefits from the permanent employee scheme. The complainant states that unlike the attendance records of other workers in the Nagar Parishad, such changes were found only in the entries related to Afroz Khan, indicating a pre-planned manipulation in the case and highlighting the need for an impartial investigation.
Illegal Regularisation in Fireman Post
The complaint states that Afroz Khan was regularised in a technical and crucial position like fireman based solely on the daily wage worker muster roll. This process is described as being against government rules.
Under normal regulations, mandatory adherence to prescribed educational qualifications, experience, and selection processes is required for such specific positions. The RTI activist alleges that this regularisation, which grossly overlooked these rules, not only violated established selection procedures but also resulted in financial losses to the government. A complete investigation into this irregular regularisation process has been demanded to identify those responsible.
Suspicion Over Role of Officials and Employees
Serious questions have also been raised about the role of the then officials and employees of the Kurwai Nagar Parishad in this alleged fraud. The complaint alleges that government documents were tampered with by misusing their positions, and undue benefits were provided to the concerned individual.
The complainant has expressed a strong suspicion of 'mutual collusion' in this matter. He states that cooperation within the administrative system is necessary to carry out such irregularities. Therefore, the role of all responsible individuals involved in the investigation of this entire case should be thoroughly examined.
Four Key Demands to the Additional Chief Secretary
RTI activist Ashutosh Sharma has urged the Additional Chief Secretary of the Urban Development and Housing Department to intervene immediately and take the following actions:
- Conduct an independent and high-level inquiry into the matter.
- Review the regularisation of the employee based on alleged forged documents and take action as per rules.
- Register a criminal case and file an FIR against the concerned individuals.
- If the investigation reveals misuse of government funds or erroneous payments, ensure immediate recovery.
This case has been brought up based on the current complaint and documents obtained through RTI. The final veracity of the allegations will only become clear after a thorough and impartial investigation is completed. A complete assessment of the situation will be possible only after hearing the side of the Kurwai Nagar Parishad and the concerned officials.
