NIA Accuses Hafiz Saeed in Pahalgam Terror Attack

The National Investigation Agency (NIA) has formally named Pakistan-based Lashkar-e-Toiba (LeT) and The Resistance Front (TRF) chief, Hafiz Saeed, in a supplementary chargesheet. This development pertains to the deadly Pahalgam terror attack that occurred on April 22, 2025.

The chargesheet was filed before the NIA Special Court in Jammu. Saeed is accused both in his personal capacity and as the founder and chief of the proscribed LeT and its proxy, TRF.

Charges of Waging War Invoked

According to an NIA spokesperson, Saeed faces charges under various provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act, 1967. Crucially, the agency has also invoked penal provisions for 'waging war against India' and alleged 'cross-border conspiracy'.

The LeT/TRF, designated as a proscribed entity, has also been charged as a legal entity for its alleged role in the planning, facilitation, and execution of the Pahalgam attack.

Investigation Details and Previous Accusations

This supplementary filing builds upon the NIA's original 1,597-page chargesheet. It reportedly details Pakistan's role and Hafiz Saeed's alleged involvement, supported by evidence from scientific investigation and on-ground examination.

The investigation previously saw Sajid Jatt, a Pakistani handler, named as an accused on December 15, 2025. That earlier chargesheet also included three terrorists neutralised during Operation Mahadev in July 2025 and two apprehended suspects.

Pahalgam Attack Details

The April 22, 2025, attack in Pahalgam, Jammu and Kashmir, involved religion-based targeted killings. The NIA described the perpetrators as Pakistan-sponsored terrorists. The attack resulted in the tragic deaths of twenty-five tourists and one local civilian.
