Bihar Chief Minister Nitish Kumar found himself at the centre of a widening political and social controversy for the fourth consecutive day on Thursday after a video surfaced showing him pulling down the veil of a Muslim woman doctor during an official appointment event in Patna. What began as a moment at a government function has since escalated into a national debate on personal liberty, religious freedom, women’s dignity and the conduct expected of constitutional authorities.
What Happened at the Secretariat
The incident took place on Monday at the Chief Minister’s Secretariat in Patna during a ceremony to distribute appointment letters to newly recruited AYUSH doctors. As one of the women candidates approached the dais wearing a naqab (face veil), Chief Minister Nitish Kumar was seen questioning the attire and then briefly removing the veil before handing over the appointment letter.
A short video clip of the interaction spread rapidly on social media, triggering outrage across political parties, civil society groups and minority organisations. Critics described the act as an intrusion into personal choice and religious practice, while supporters argued it was linked to official identification norms.
Political Reactions: Sharp Divide Within NDA
Opposition parties, including the Congress, demanded an unconditional public apology from the Chief Minister, accusing him of violating constitutional values and disrespecting religious customs.
Union Minister Giriraj Singh, however, mounted a strong defence of Nitish Kumar. Speaking to the media, Singh argued that showing one’s face during official processes is standard practice in India and claimed the Chief Minister acted in a “guardian-like” manner. His remarks, which included a controversial statement suggesting the woman was free to refuse the job, further inflamed tensions and drew widespread criticism.
In contrast, Bihar Health Minister Mangal Pandey attempted to calm the situation, stating that the NDA government in Bihar has a consistent record of promoting women’s empowerment and respect, and that the controversy should not be politicised.
Escalation and Controversial Comments
The row intensified after Uttar Pradesh minister Sanjay Nishad made a remark questioning hypothetical scenarios related to the incident. Facing backlash, he later claimed his comment had been misunderstood and taken out of context.
Meanwhile, reports emerged that the woman doctor involved may have reconsidered joining the service, though state authorities said they were not officially aware of such a decision.
Voices of Protest: Leaders, Activists, and Cultural Figures Speak Out
Several political leaders strongly criticised both the incident and the responses that followed. Congress MP Tariq Anwar called the episode “shameful” and accused the ruling establishment of undermining India’s secular ethos. NCP (SP) MP Fauzia Khan described the act as a violation of bodily autonomy, arguing that forcibly removing a veil is comparable to stripping a woman of dignity.
PDP leader Iltija Mufti and Congress MP Imran Masood also condemned the remarks made by Union Minister Giriraj Singh, calling them inflammatory and unacceptable for a constitutional functionary.
Veteran lyricist and writer Javed Akhtar added his voice to the criticism, stating that while he personally opposes the practice of parda, no one has the right to impose their views through coercion. He said the Chief Minister owed the woman an apology and rejected accusations of selective outrage.
International Attention and Human Rights Concerns
The controversy has not remained confined to domestic politics. Amnesty International issued a statement condemning the incident, describing it as an assault on the woman’s dignity, autonomy and identity. The global rights organisation warned that such actions by public officials risk normalising discrimination and eroding freedom of religion and gender equality.
According to Amnesty, the episode highlights the need for clear accountability mechanisms to ensure women are not subjected to degrading treatment by those in power.

The episode has reopened broader questions about the balance between administrative protocol and individual rights, especially for women from minority communities. It also comes at a politically sensitive time for Bihar, where Nitish Kumar’s JD(U) remains a key ally of the BJP-led NDA, making the controversy significant for coalition dynamics ahead of future elections.
Beyond state politics, the incident has implications for India’s global image as a pluralistic democracy, particularly as comments from international rights groups and foreign observers gain traction.
