This historic initiative aims to streamline the recruitment process, service conditions, and welfare benefits for outsourced workers across the state.

The establishment of UPCOS will ensure that outsourced personnel not only receive fair compensation for their work but also have access to social security and other welfare schemes. This move reflects the state government's commitment to working for the dignity, security, and a better future for every laborer and personnel in the state.

A special program was organized on this occasion at the MLK PG College auditorium in Balrampur, attended by local representatives, administrative officials, and outsourced workers from various departments. Among those present were MLA Sadar Paltu Ram, MLA Tulsipur Kailash Nath Shukla, District Panchayat President Aarti Tiwari, District Magistrate Dr. Vipin Kumar Jain, and Chief Development Officer Himanshu Gupta.

All attendees listened to the Chief Minister's main program and address in Lucknow via live broadcast, increasing awareness of this important government initiative at the local level.

UPCOS: Objectives and Benefits of the New System

Chief Minister Yogi Adityanath launched the UPCOS portal and website, along with unveiling the corporation's logo in Lucknow. Under this new system, complete transparency will be ensured in the recruitment and service management of outsourced personnel. Additionally, they will receive benefits of statutory welfare facilities such as timely salary, Provident Fund (EPF), and Employees' State Insurance (ESIC).

The process of recruitment, attendance, leave management, and grievance redressal will also be made more effective through a digital platform, bringing efficiency to the system and reducing the difficulties faced by personnel. UPCOS will curb arbitrary actions by agencies and protect the interests of personnel.

Emphasis on Service Security and Welfare Schemes

MLA Tulsipur, Kailash Nath Shukla, described this initiative as a significant gift for outsourced personnel, stating that under the leadership of Chief Minister Yogi Adityanath, the government has taken a concrete step towards protecting their interests and providing them with dignified services. He expressed confidence that the formation of UPCOS will bring transparency to the system and effectively curb the arbitrary practices of outsourcing agencies. This will ensure timely salaries and resolve issues like arbitrary salary deductions. He also highlighted that this system will make outsourcing a more reliable and equitable medium.

Sadar MLA Paltu Ram stated that this initiative by the Chief Minister to provide service security and dignity to outsourced personnel will bring a major change in their lives. This new system will reduce the sense of insecurity among personnel, and they will be able to avail government schemes and statutory welfare facilities more effectively. He emphasized that the state government is committed to the dignity, security, and a better future for the families of every laborer and personnel in the state.

Under the new system, outsourced personnel will not only receive regular salaries but also various social security-related benefits, which will help improve their standard of living. The new system includes several important health and social security provisions for outsourced personnel. These beneficial schemes include cashless medical facilities up to ₹5 lakh, assistance up to ₹10 lakh in case of accidents, support of ₹8-10 lakh for children's higher education, and assistance up to ₹10 lakh for a daughter's marriage. These provisions will provide a significant safety net for personnel in unforeseen circumstances, making them more capable of facing financial uncertainties.

The objective of these welfare schemes is to make the lives of outsourced personnel more secure and stable, thereby encouraging them to perform their services more effectively.

Financial Assistance Provided to Construction Workers

During the program, assistance amounts were distributed to eligible beneficiaries under the Labour Department's “Construction Worker Death and Disability Assistance Scheme (KMDSY).” Under this scheme, Arjun, Shyam Kala, Radhika, and Mukhtar were provided assistance of ₹2 lakh each in the form of FDs. This support serves as a crucial financial anchor for families who have lost their members in unfortunate circumstances or are unable to earn a livelihood due to disability.

Beneficiaries receiving assistance expressed their deep gratitude to the state government for this humanitarian step, stating that this amount will provide them with some measure of stability in the future. Additionally, special safety kits were distributed to sanitation workers of the Balrampur Municipality Council. The objective of these kits is to ensure the safety of workers during sanitation work, including Personal Protective Equipment (PPE).

Officials present at the program encouraged the sanitation workers to use these kits properly so that they can perform their duties safely and avoid any potential hazards. This initiative not only prioritizes the health and safety of sanitation workers but also reflects respect for their work.

Outsourced Workers Express Gratitude

A large number of outsourced personnel from various departments participated enthusiastically in the program organized in Balrampur. The personnel described the formation of the Uttar Pradesh Outsourcing Services Corporation as an extremely important and positive step towards protecting their interests, expressing their heartfelt thanks and gratitude to Chief Minister Yogi Adityanath and the state government. They stated that through UPCOS, they will now have the opportunity to be part of an organized and transparent system where their problems can be resolved more effectively.
