The $2 billion initiative aims to bridge India’s widening AI compute gap as global tech giants accelerate investments in the country.

Indian IT major Tata Consultancy Services (TCS) has secured $1 billion in funding from U.S.-based private equity group TPG for HyperVault, a multi-year data center initiative designed to create one of India’s largest gigawatt-scale AI compute networks. The full project, valued at $2 billion, underscores the intensifying global race to build power-dense infrastructure for artificial intelligence systems.

TCS plans to build 1.2 GW of capacity in the first phase, marking one of the largest single data center expansions ever attempted by an Indian enterprise.


India Produces 20% of the World’s Data—But Has Only 3% of Global Data Center Capacity

The investment comes at a time when India’s AI infrastructure gap has become increasingly visible. Despite generating nearly one-fifth of global data, India currently hosts only around 3% of the world’s data center capacity, according to industry estimates. This imbalance is driving hyperscalers, cloud providers and local enterprises to pour billions into expanding high-density digital infrastructure across the country.

S&P Global reports that more than $32 billion in public and private capital has been committed to India’s data center sector in the last two years alone.


What HyperVault Will Build: Liquid-Cooled, High-Density AI Clusters

HyperVault’s facilities will feature liquid cooling, ultra-dense GPU clusters, and low-latency network fabrics — capabilities essential for training and deploying large AI models. These data centers will be positioned across India’s major cloud regions, the companies said.

AI workloads consume far more power and produce significantly more heat than conventional CPU-based computing, pushing operators globally toward liquid cooling as the new standard.

However, experts warn that “liquid-cooled” doesn’t mean “water-light.” High-performance cooling systems may intensify resource constraints in several Indian cities already struggling with water scarcity.


Water, Power, and Land: India’s Emerging AI Infrastructure Bottlenecks

Urban hubs such as Mumbai, Bengaluru, and Chennai — currently home to most of the country’s data center clusters — face severe water stress. S&P Global, citing Uptime Institute estimates, notes that a 1 MW data center load can consume up to 25.5 million liters of water annually, depending on the cooling design.

Analysts warn of three major pressures as AI-focused facilities scale up:

  • Water availability for cooling

  • High-quality power supply, which AI centers require continuously

  • Large industrial land parcels near fiber routes and power corridors

These constraints make large-scale expansion increasingly challenging within major metros, potentially pushing future builds toward emerging regions with better land and utility availability.


Global Cloud Giants Treat India as the Next Frontier

Despite the infrastructure strain, India has become a priority market for AI data center development.

Notable recent commitments include:

  • Microsoft: $3 billion over two years (announced January 2025)

  • Google: $15 billion to build a GW-scale AI hub in Andhra Pradesh (announced October 2025)

  • Amazon Web Services (AWS): $12.7 billion through 2030

Local players, including Reliance Industries and CtrlS, are also accelerating their data center rollout as enterprise adoption of AI accelerates.


The Economics: Most New Capacity Will Be Leased

According to S&P Global, 95% of India’s incremental data center capacity over the next five years will come from colocation and leased facilities, as enterprises prefer to rent AI-ready space rather than build it themselves. Hyperscalers are expected to build the remaining 5% of standalone, dedicated campuses.


India’s Total Capacity Could Hit 10 GW by 2030

TCS and TPG estimate that India’s total data center capacity — currently around 1.5 GW — could surpass 10 GW by the end of this decade, driven by AI adoption, data localization rules, and expanding digital infrastructure requirements across finance, telecom, healthcare, and government services.

HyperVault aims to become a central part of this build-out, with TCS planning to work directly with hyperscalers and AI companies to design and manage advanced compute environments.
