Demand for Grade Pay Revision for Non-Medical Assistants (Leprosy)

The Pensioners Welfare Association has appealed to the state government of Madhya Pradesh to revise the grade pay determined for the Non-Medical Assistant (Leprosy) cadre in the time-scale pay system. The association alleges that the grade pay stipulated in an order issued by the Finance Department is lower than the decision reached in a committee meeting at the departmental level, causing financial losses to the concerned employees.

Discrepancy in Higher Pay Scales

This discrepancy pertains to the first and second higher pay scales for the Non-Medical Assistant (Leprosy) cadre. The Directorate of Health Services had forwarded a proposal to the government on this matter on December 18, 2015. Subsequently, in a committee meeting chaired by the Chief Secretary on April 12, 2018, it was decided to set a grade pay of ₹2800 for the first time-scale pay and ₹3600 for the second time-scale pay for employees of this cadre.

Allegations of Discrepancy in Finance Department Order

Despite the decision made by the committee chaired by the Chief Secretary, the Finance Department issued a circular on June 7, 2018. This circular stipulated a grade pay of ₹2400 for the first higher pay scale and ₹2800 for the second higher pay scale. The association asserts that this grade pay differs from the committee's decision, preventing employees from receiving the expected benefits.

Appeal for Immediate Intervention

The state president of the association, Amod Kumar Saxena, and secretary, Ramgopal Mathur, have urged the Additional Chief Secretary of the Finance Department to intervene immediately. They are demanding that the order dated June 7, 2018, be amended to reflect the decision of the committee meeting held on April 12, 2018.

Demand for Justice for Employees

The organization argues that when a competent committee decided to set a higher grade pay, a government order should have been issued accordingly. The separate provisions made in the Finance Department's circular have resulted in prolonged financial losses for the employees. The Pensioners Welfare Association hopes that the Finance Department will understand the gravity of the situation and issue a revised order promptly in the employees' interest, bridging the gap between the previously taken decision and the current provisions. This will ensure justice for the affected employees as per the committee's decision and resolve the long-standing pay anomaly.
