The contractual employee, identified as Brijmohan alias Bunty Khare, was dismissed with immediate effect on charges of forcibly closing a CM Helpline complaint regarding sanitation issues and threatening the complainant's family.

His salary withdrawal has also been halted. The decision was based on strong evidence, including CCTV footage and audio recordings provided by the victim's family. This incident occurred in Guna's Bhargav Colony.

Case Details and Evidence

Vishal Bhargav, a resident of Bhargav Colony, had filed a complaint with the Chief Minister's (CM) Helpline against the municipality due to persistent issues with garbage and waste accumulation over the past three years. The complaint, registered under number 33261732, led to the incident on the evening of August 19.

According to the complaint, Bunty Khare arrived at the complainant's residence with his team, intending to get the complaint closed. When the family insisted on closing the complaint only after the sanitation work was completed, Khare allegedly behaved rudely with the complainant's 80-year-old parents. He reportedly threatened to dump a truckload of dead animals (pigs, dogs) and garbage at their doorstep.

Action Based on Evidence

Given the seriousness of the situation, the victim's family immediately lodged a complaint with the Superintendent of Police (SP) and the Collector. They submitted CCTV footage and audio recordings of the incident as evidence.

After a thorough investigation of the provided evidence, the Municipal Administration deemed the employee's actions as gross negligence in government duty, indiscipline, and contrary to the spirit of the government's key initiative, the 'CM Helpline'.

The order issued by the municipality clearly states that any CM Helpline complaint should only be closed after the complainant's complete satisfaction. Pressuring or threatening to close a complaint is strictly against the purpose of this vital public welfare scheme.

The employee's conduct has been classified as serious negligence and indiscipline in his work. The CCTV footage, videos, and audio recordings presented by the victim formed the basis of the action taken.

Interestingly, after the case became public through media reports on August 26, the Chief Municipal Officer (CMO) had stated that an investigation would be conducted. However, the dismissal order bears the date August 25, raising discussions about the order being issued with a back date.

This action has caused a stir among the municipal staff, with heightened vigilance regarding adherence to strict rules among other employees. The objective of schemes like the CM Helpline is to address citizens' issues promptly and effectively.
