Madhya Pradesh Jails Sign MoU to Improve Mental Health of Inmates
Madhya Pradesh prisons will enhance inmate mental health through a collaboration with the National Rail and University, focusing on psycho-social counseling.

Collaboration for Inmate Mental Well-being
A significant initiative has been launched to improve the mental health and rehabilitation of mentally ill and stressed inmates in Madhya Pradesh jails. A Memorandum of Understanding (MoU) has been signed between the Jail Department and Gujarat-based National Rail and University (RRU) for collaboration in the field of psycho-social counseling.
This agreement marks a concrete step towards enhancing the mental well-being of inmates and providing them with essential psycho-social support. The MoU was signed at a ceremony held at the Jail Headquarters in Bhopal.
Key Signatories and Representatives
Representing the National Rail and University, Gandhinagar, were Dr. Nurin Chaudhary (Acting Director) and Dr. Gitesh Kumar Singh (Project Director). Officials from the Madhya Pradesh Jail Department also participated. Senior officials from the Jail Department and representatives from the National Rail and University were present to witness the commencement of this important collaboration.
Developing a Psycho-Social Counseling Mechanism
Under the special guidance of Jail Director General Dr. Varun Kapoor, this initiative prioritizes the mental health of inmates. Previously, a detailed study of the psycho-social counseling plan implemented by the National Rail and University was conducted.
Following this, subject matter experts from RRU were invited to the Regional Jail Management and Research Institute in Bhopal for a seven-day special training program from July 6 to July 12, 2026. Twenty-eight officers and staff from various cadres across the state's jails, including wardens, pharmacists, lab technicians, chief wardens, and wardens, participated in this training.
The primary objective of this training was to equip participants with the necessary skills to identify inmates struggling with mental stress and to counsel them effectively. These trained officers and staff subsequently began counseling stressed inmates in their respective jails, yielding positive results.
Formalizing the Psycho-Social Counseling System
After reviewing these initial outcomes, Jail Director General Dr. Varun Kapoor drafted this MoU with the National Rail and University to further enhance the effectiveness and institutionalize the psycho-social counseling system. The aim of this MoU is to establish a sustainable and self-operating psycho-social counseling mechanism within the jails that can function continuously.
First Psycho-Social Counseling Center to Open at Bhopal Jail
Under this MoU, officers and staff selected by the Jail Department will be sent to the National Rail and University, Gandhinagar, to undergo a special course to become master trainers. These trained master trainers will develop a robust human resource within the Jail Department.
These officers and staff will then train other jail officials and employees in psycho-social counseling. This will ensure a trained workforce is available across the state's jails to better understand mental health needs, identify stressed inmates, and provide them with essential psycho-social support. The training program will focus on both theoretical knowledge and practical skills to help trainees work effectively in real-life situations.
As the first phase of this ambitious initiative, the state's first Psycho-Social Counseling Center will be established at Central Jail Bhopal. Based on the experience and outcomes from this center, the plan will be gradually implemented in other jails across the state.
Broader Objectives and Long-Term Vision
The paramount objective is to move beyond simply punishing inmates with imprisonment and provide them with the necessary support for their mental health, emotional balance, and positive behavioral change. This will enhance the effectiveness of correctional services within the jails.
This initiative by the Madhya Pradesh Jail Department will prove to be a crucial step in strengthening correctional services with a more humane approach and developing a robust institutional framework for the mental health and successful rehabilitation of inmates.
This step will not only improve the lives of inmates but also accelerate the government's goals of establishing jails as correctional facilities. The long-term goal of this project is to create an environment within jails where inmates receive not only physical punishment but also mental and emotional support, thereby increasing their chances of reintegration into society.
This initiative has the potential to bring about a paradigm shift in the Indian jail system, with a greater focus on the welfare and rehabilitation of prisoners.
