Lawyers' Strike Deepens in Balrampur, Judicial Work Paralyzed, Over 1200 Cases Stuck
The Cliff News | Balrampur | October 22, 2026 The ongoing conflict between the district administration and lawyers in Balrampur escalated further on Thursday, resulting in a complete halt of judicial work. Lawyers have been protesting since October 15th against changes in the mutation process, a notice to demolish the Advocates' Association building, and alleged misbehavior by district magistrates.
This stalemate affected the hearing of over twelve hundred and thirty-five cases in various courts across the district on Thursday, causing litigants who had traveled from far-flung areas to return disappointed. Lawyers from Utraula, Tulsipur, and the district headquarters gathered at the Collectorate premises on Thursday. A clash with the Kotwali Dehat police during this time further heightened the tense atmosphere of the protest.
Despite a heavy police presence at the Collectorate, lawyers chanted slogans in support of their demands. During the protest, District Magistrate Dr. Vipin Kumar Jain attempted to manage the situation and contact the lawyers for dialogue, but the lawyers clearly refused any form of negotiation.
Lawyers Remain Firm on Demands, Expect Public Apology from District Magistrate
The lawyers' primary accusation is that District Magistrate Dr. Vipin Kumar Jain had previously refused to meet with a delegation. Because of this, the lawyers are now adamant that their protest will continue until the District Magistrate issues a public apology. Following the demonstration, a meeting of the Joint Bar Association was held, where it was decided that lawyers would not participate in any judicial work until a positive resolution to the dispute is reached.
The association described this firm stance as a direct consequence of the District Magistrate's earlier disregard for their delegation. The indefinite strike by lawyers is directly and severely impacting ordinary litigants. On Thursday, hearings could not take place in a total of twelve hundred and thirty-five cases in various district courts.
Litigants Facing Hardship as Judicial Work is Disrupted
Those who had come from distant areas for their hearings faced particular difficulties. Such litigants were forced to return empty-handed and with disappointment, having wasted both their time and money. This situation is making the process of obtaining justice even more arduous for the common people, as they are compelled to make repeated visits to the courts.
Future Strategy and Proposed Silent Procession
As part of its upcoming strategy, the Joint Bar Association has decided to hold a silent procession on the Buddha circuit on Friday. Through this peaceful demonstration, lawyers aim to effectively register their demands and exert pressure on the administration. Following the silent procession, an important meeting will be held at the association building to extensively deliberate on the direction and strategy for advancing the movement.
The decisions taken in this meeting will determine the future course of the movement and when this stalemate might end. The District Magistrate, Dr. Vipin Kumar Jain, has clarified the administration's position through a letter. He stated that the administration is fully prepared for meaningful discussions regarding cases related to Section Thirty-four.
Administration's Stance and Readiness for Dialogue
According to the District Magistrate, the information about submitting a memorandum earlier was not received by him on time, as he was engaged in other pre-scheduled programs at that time. He emphasized that the administration is willing to engage in dialogue with lawyers and find solutions to their problems. The administration has also clarified that they are ready to listen to the lawyers' side and take necessary action as per rules.
However, due to the current stance of the lawyers, it has not yet been possible to reach any concrete outcome. The District Magistrate also highlighted that there is no intention of any malicious action on his part; rather, he is working strictly according to the rules. The next direction of the movement will depend on the decisions from Friday's silent procession and the subsequent meeting, after which the administration will decide on further action.
