Kerala Issues Revised KTET Guidelines After Supreme Court Ruling: What Changes for Teachers

Kerala has introduced fresh guidelines for the Kerala Teacher Eligibility Test (KTET), tightening qualification norms for appointments and promotions following a recent Supreme Court ruling. The new rules redefine eligibility across school levels and remove long-standing exemptions for candidates with higher academic degrees.

The updated guidelines were issued by the state government on Thursday, aiming to bring greater uniformity and legal clarity to teacher recruitment and promotion processes.

Key change: No more exemption for higher degrees

One of the most significant shifts is the withdrawal of exemptions previously granted to candidates holding advanced qualifications such as SET, NET, MPhil, PhD, or MEd.

According to the government notification, all candidates—regardless of higher academic credentials—must now clear the relevant KTET category to be eligible for appointment in schools under the state system.

Officials said the move aligns teacher recruitment strictly with eligibility norms upheld by the Supreme Court.

Eligibility for LP and UP teachers remains unchanged

The government clarified that:

Candidates who have passed KTET Category I or Category II will continue to be eligible for appointment as Lower Primary (LP) and Upper Primary (UP) teachers.

No retrospective impact will apply to appointments already made under earlier rules.

This ensures continuity for aspiring primary-level teachers while enforcing clearer standards.

New requirement for High School language teachers

For High School language teachers, the state has introduced a stricter qualification requirement:

Candidates must now possess both KTET Category III and Category IV qualifications.

Education department officials said this change reflects the subject-specific and pedagogical demands at the high school level.

Promotion rules tightened for senior positions

The revised guidelines also affect promotions:

Only serving High School teachers with KTET Category III will be eligible for promotion as Headmasters.

The same qualification will be mandatory for by-transfer appointments to Higher Secondary School Teacher (HSST) and HSST (Junior) posts.

However, the government clarified that existing procedures for promotion to the post of Higher Secondary School Principal will remain unchanged.

CTET exemptions continue

While KTET norms have been tightened, exemptions for Central Teacher Eligibility Test (CTET) candidates remain in place:

CTET (Primary Stage) qualifiers can apply for LP teacher posts.

CTET (Elementary Stage) qualifiers remain eligible for UP teacher appointments.

This ensures alignment with national eligibility standards while preserving state-level requirements.
