Kerala Unveils Vision for a 'New Kerala' with Revised Budget

The plan includes a dedicated maritime policy focusing on the development of 13 non-major ports. An international maritime museum, proposed with an allocation of Rs 750 crore, will further enhance this vision.

Beyond maritime, the budget proposes a JC Daniel International Film City in Kochi with an estimated Rs 100 crore. Additionally, the MT Vasudevan Nair Cultural Park in Kozhikode receives Rs 50 crore.

Addressing Fiscal Pressures and KIIFB Debt

An expert committee will be established to improve the functioning of the Kerala Infrastructure Investment Fund Board (KIIFB). The Chief Minister stated the government faces the task of raising necessary funds to complete KIIFB projects valued at Rs 35,000 crore.

"The off-budget borrowing and debt of KIIFB are contributing to the economic instability of the state," Chief Minister Satheesan remarked.

Investing in Technology, Education, and Public Health

A push for a technology-driven economy includes Rs 50 crore to support startups, innovation hubs, smart industries, and entrepreneurship initiatives targeting the Gen Z workforce. The hospitality industry benefits from Rs 72 crore for a new culinary institute to train skilled chefs.

General education receives a substantial allocation of Rs 1,477.57 crore. The Chief Minister also pledged to make school campuses more friendly for girls by ensuring clean toilets and access to sanitary napkins.

The budget allocates Rs 25 crore to establish the Jawaharlal Nehru Centre for Scientific Temper, aiming to promote scientific reasoning and transform Kerala into a global knowledge hub.

Special packages have been announced for the backward districts of Idukki, Wayanad, and Kasaragod, focusing on health, education, and livelihood improvements.

New Health Insurance Scheme Launched

A key component of the UDF pre-election Indira Guarantees, the Oommen Chandy Health Insurance Scheme, has been announced. This scheme provides Rs 25 lakh in support to each eligible family.
