CSP Suspended Following Serious Allegations

In Madhya Pradesh's Katni district, Superintendent of Police (CSP) Neha Pacchisia has been suspended with immediate effect. The action stems from grave accusations of gross negligence, abuse of power, and illegal gratification during an investigation into a murder case.

Employees from her office and other police personnel involved in the case have also faced action. This development, initiated under the directives of Chief Minister Dr. Mohan Yadav, is being viewed as a significant step towards ensuring accountability within the police department.

Investigation Linked to Murder Case

The entire affair is reportedly connected to the investigation of a murder case registered at the Kuthla police station. It is alleged that pressure was exerted at the police level to unduly benefit the main accused, Ramesh Lodhi, during the investigation.

Demands for payment were allegedly made in exchange for this alleged favour. When the family was unable to provide the cash, an attempt was made to register a piece of land owned by the accused's father, valued at one crore rupees, for a significantly lower price.

Allegations of Major Irregularities in Land Deal

It has emerged during the investigation that CSP Neha Pacchisia had demanded 15 lakh rupees to facilitate the release of murder accused Ramesh Lodhi.

When the accused's family reportedly could not meet this demand, an attempt was made to register approximately 2.15 hectares of land in village Kanhwara, owned by the accused's father, for just 18.20 lakh rupees. This land, according to market and government valuations, was worth over one crore rupees.

The transaction reportedly involved a combination of cheque and cash payments. Alarmingly, the land was not directly transferred to CSP Pacchisia but to an individual close to her. Investigators are examining this as a case of collusion and abuse of power.

Questions Raised Over Investigation Delay and Default Bail

Serious questions are also being raised about the conduct of the police investigation itself. It is alleged that the charge sheet (challan) was not filed in court within the stipulated time frame for the murder case.

This delay led to the main accused being granted default bail. Under the law, an accused is entitled to this statutory right if the police fail to complete the investigation and file a charge sheet within the prescribed period.

It remains to be investigated whether this delay was a part of normal procedure or a deliberate act of negligence. If proven intentional, it could further implicate the involved police officers.

Whereabouts of 92 Lakh Rupees Unclear

A further serious allegation in the complaint concerns approximately 92 lakh rupees from the agreed land deal amount that was reportedly not returned. Following this, a complaint was lodged by the accused's son with senior police officials.

Based on this complaint, a thorough investigation was ordered by the Jabalpur IG, conducted by an Additional Superintendent of Police-level officer, to probe the roles of the police personnel involved.

FIR Registered, CSP Office Sealed

Based on the investigation report, an FIR has been registered at the Kuthla police station against CSP Neha Pacchisia and other individuals involved. The charges include fraud, extortion, and criminal conspiracy.

Following the FIR, the police department initiated departmental action considering the gravity of the situation. The allegations in the FIR are currently under investigation, and their veracity is yet to be proven in court.

To secure case documents, records, and electronic evidence, the CSP's office has also been sealed. Investigating agencies are working to establish a link between the murder case diary, charge sheet preparation, the land deal, and the alleged financial transactions.

Six Police Personnel Dismissed

In this case, the roles of CSP Pacchisia's office staff and other police personnel involved in the investigation have come under scrutiny. According to available information, a total of six police personnel, including the CSP's reader, gunman, driver, and two sub-inspectors, have been suspended.

All are accused of negligence in the investigation and playing a role in the alleged collusion. A departmental inquiry is also underway to determine the specific role played by each officer and employee at different levels.

Previous Allegations of Extortion

This is not the first time CSP Neha Pacchisia has faced such accusations. Previously, a complaint related to alleged illegal extortion had surfaced, leading to an investigation by senior officials. Following that incident, her area of operation was also changed.

The current allegations involving a land deal connected to a murder case have escalated the seriousness of the matter.

Suspension Ordered by Chief Minister

Taking the entire episode with utmost seriousness, Chief Minister Dr. Mohan Yadav ordered the immediate suspension of CSP Neha Pacchisia.

During her suspension, she has been attached to the Jabalpur DIG office. This governmental action is considered a strong move towards establishing accountability within the police department. However, the final confirmation of the allegations and the determination of guilt will only be clear after the completion of the investigation and the judicial process.

Unanswered Questions in the Investigation

The Katni case now extends beyond the suspension of a single police officer. Several crucial questions remain unanswered in this entire development, the solutions to which will emerge from the ongoing investigation and subsequent legal proceedings.

These questions include: Who made the alleged demand of 15 lakh rupees from the murder accused and on what grounds? Why was land worth one crore rupees registered for only 18.20 lakh rupees? To whom was the land transferred, and what was their connection to the police officers? Under what circumstances did the delay in filing the charge sheet occur, and what was the intention behind it? What role did the police investigation play in the accused receiving default bail? Where did the alleged 92 lakh rupees go? And what was the actual role of the CSP office staff and other police personnel?

Currently, the police department has suspended the relevant officials and employees. All allegations leveled in the case should be considered as accusations only until the final conclusion of the investigation and the court's verdict.
