A suspicious, unlicensed cryptocurrency exchange linked to Iran, known as Shelbit, has transferred approximately $676 million (about ₹5,600 crore) in crypto assets to the world's largest cryptocurrency platform, Binance. Recent investigations have brought to light serious implications of circumventing international sanctions and operating illicit financial networks.
Analysts believe this entire operation is an attempt to obscure Iran's economic activities and connect it to the global financial system. In-depth analysis of blockchain data and financial analysts reveals that Shelbit has processed at least $4 billion worth of crypto transactions since May 2024. This amount includes over 2,000 Persian-speaking online gambling and betting networks that were operating this illicit trade.
Shelbit's Covert Financial Network
Key findings from the investigation into Shelbit's covert financial network indicate that a substantial sum of $676 million was directly transferred from various crypto wallets associated with Shelbit to the Binance platform. Shelbit: A Paper Exchange
Shelbit, described as an unlicensed offshore crypto exchange based in Dubai, had a registered address that was essentially a 'paper office' located above a budget hotel in Dubai. No staff or infrastructure were found on-site, establishing it as a shell company. Consequently, Dubai's Virtual Asset Regulatory Authority (VARA) had completely banned it due to suspicions of illegal operations and money laundering.
Binance's Response and Regulatory Pressure
Following the emergence of this case, Binance's compliance team clarified that Shelbit did not have any official or corporate accounts on Binance. The transactions occurred through personal wallets and individual user accounts. According to Binance, these accounts were not initially flagged as 'high-risk' by their automated security systems. However, as soon as suspicious activity was identified, the relevant accounts were immediately frozen, and the necessary data was handed over to law enforcement agencies.
Meanwhile, prominent social media influencers who promoted these gambling websites have completely denied any association with Shelbit, money laundering, or the Iranian government.
