IIT Expert Highlights Imperative for Green Infrastructure and Underground Storage to Combat Flash Floods

A crucial second phase of the Urban Flood Risk Management Programme (UFRMP) has been approved by the High-Level Committee (HLC) chaired by the Union Home Minister, allocating a significant sum of ₹2,444.42 crore from the National Disaster Mitigation Fund (NDMF). The large-scale project targets flood mitigation in 11 major cities, aiming to bolster urban resilience against increasingly frequent and intense rainfall events exacerbated by climate change.

The announcement was made by Professor Kapil Gupta, a water resource engineering expert from IIT Mumbai and a member of the HLC’s Technical Advisory Committee, while speaking at the 10th Mahesh Buch Memorial Lecture on Sunday. He emphasized that the program will be rolled out in Bhopal, Bhubaneswar, Guwahati, Jaipur, Kanpur, Patna, Raipur, Thiruvananthapuram, Visakhapatnam, Indore, and Lucknow.

 

The Growing Threat of Pluvial Flooding

 

Professor Gupta’s lecture, themed "Strategies for Urban Flood Mitigation in a Changing Climate," provided a stark assessment of the causes and future trajectory of urban flooding. He stated that the root problem is unplanned urban expansion, which dramatically increases impervious surfaces, alters natural drainage slopes, and results in a higher volume of surface runoff.

Compounding this is the reality of climate change. Referencing findings from the Intergovernmental Panel on Climate Change (IPCC), Gupta noted that heavy precipitation events are projected to become more frequent and intense globally. He explained that rising temperatures will directly increase the frequency and magnitude of pluvial floods—surface water and flash floods that occur when the volume of rainfall overwhelms both natural water bodies and man-made drainage systems. He pointed out a worrying trend where cities are now experiencing a month’s worth of rainfall in the span of a single day.

 

Advocating for Sustainable Mitigation Strategies

 

To combat these challenges, Professor Gupta strongly advocated for a proactive shift toward sustainable and comprehensive flood management. He stressed the need for rapid flood risk assessments and integrated disaster risk management master plans for cities.

His proposed solutions heavily favor green infrastructure and enhanced water infiltration:

  • Rainwater Infiltration: Implementing systems like infiltration trenches and porous pavements to allow rainwater to seep into the ground naturally.

  • Rooftop Harvesting: Promoting widespread adoption of rooftop rainwater harvesting to reduce runoff volume.

  • Multi-use Spaces: Designing public spaces like playgrounds to serve as temporary underground water storage areas during extreme downpours, effectively acting as urban detention basins.

Gupta acknowledged key hurdles, including outdated and undersized sewer systems, a lack of available urban space for large-scale upgrades, and the inherently high cost of new infrastructure.

 

Global Models for Urban Resilience

 

Highlighting successful international approaches, the professor underscored the vital role of natural wetlands in absorbing floodwaters. He provided concrete examples of innovative, capital-intensive solutions employed worldwide, such as the use of artificial detention ponds in Japan and sophisticated underground water storage systems successfully deployed in dense urban environments like Hong Kong, Milan, and Mumbai (Dadar).

The government's new financial allocation through the UFRMP, guided by this expert advice, signifies a major pivot toward recognizing and addressing urban flooding not merely as a drainage problem, but as a critical climate and infrastructure challenge demanding long-term, multi-pronged investment. The successful implementation of Phase-II is now crucial for securing the economic stability and safety of millions residing in these eleven major Indian metropolises.
