India-Bhutan Cooperation: Comprehensive Review of INR 100 Billion Development Package

Development Cooperation Talks Strengthen Bilateral Ties

New Delhi hosted a comprehensive review on Thursday of significant projects linked to the INR 100 billion development package proposed by India under Bhutan's 13th Five-Year Plan (2024-2029). Senior officials from both nations emphasized further strengthening the bilateral strategic and economic partnership during the 5th India-Bhutan Development Cooperation Talks (Plan Talks) held in Thimphu.

During this two-day visit, India's Foreign Secretary Vikram Misri held in-depth discussions on various dimensions of bilateral relations at the invitation of Bhutan's Foreign Secretary Pema Tshidon Dorji. Foreign Secretary Misri also met with His Majesty the King, Prime Minister Dasho Tshering Tobgay, and Minister for Foreign Affairs and External Trade Lyonpo D.N. Dhungyel. Specific focus was placed on energy, trade, investment, connectivity, and public outreach.

New Projects Approved, Boosting Development Momentum

During the talks, a total of 12 new projects were approved, with an estimated cost of INR 332 crore. These new projects encompass crucial sectors such as infrastructure, healthcare, agriculture, urban facilities, and disaster management. With these new approvals, a total of 82 projects have now been sanctioned under Bhutan's 13th Five-Year Plan, with a total estimated cost of INR 6,860 crore.

The Government of India has disbursed INR 1,250 crore for the Exim Bank Special Promotion Scheme (ESP), INR 735.20 crore for High Impact Community Development Projects (HICDP), and INR 200 crore for Program Grant. The effective utilization of these funds and the progress of related projects were also reviewed in detail at the meeting.

Promoting Environment and E-Mobility Efforts

The Foreign Secretaries of both nations virtually inaugurated the Thimphu Ecological Park and Olakha Park, developed under the 'Green Infrastructure and Open Spaces in Thimphu' project. This project marks a significant step towards enhancing green cover and public spaces in Bhutan's capital.

Additionally, 45 electric vehicles were handed over to Bhutan under the project titled 'Promoting E-Mobility in Bhutan'. This initiative underscores India's commitment to encouraging sustainable transportation and adopting eco-friendly technologies in Bhutan.

India is fully committed to the overall development of Bhutan under its 'Neighbourhood First' policy. The substantial development assistance provided by the Government of India for Bhutan's Five-Year Plans is a testament to the strong and long-term partnership between the two countries.
