Woman Seeks Justice at SP Public Grievance Hearing

A woman from Guna district in Madhya Pradesh has appealed to the Superintendent of Police (SP) during a public grievance hearing. She alleges that she was assaulted after intruders entered her home, and despite her complaint, the local police have refused to register a First Information Report (FIR).

Dulari Bai, a resident of Meadupari Daurana village in the Vijaypur police station area, submitted an application to the SP. She is demanding that a criminal case be registered against the accused and that she be provided with security.

Allegations of Home Invasion and Assault

According to the victim, Dulari Bai, she was alone at her home on Tuesday when Mishra Bhil, Bhagwat Bhil, Mahendra Bhil, and Amar Singh Bhil from the village allegedly entered her house in a group. She claims they not only hurled abuses but also severely beat her when she resisted.

The woman alleges that the assault resulted in serious injuries to her neck, cheeks, and other parts of her body.

Police Accused of Not Registering FIR

Dulari Bai stated that she reported the incident to the Vijaypur police station. However, instead of registering an FIR, the police reportedly only took a complaint application and dismissed her. The victim claims this inaction by the police has emboldened the accused, who are now continuously threatening her.

The woman has urged the Superintendent of Police to immediately register the FIR and provide security and justice to the distressed victim.

FIR Registration and Citizen Rights

In India, registering an FIR is mandatory upon receiving information about a cognizable offense. Under Section 173 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS), police officers cannot refuse to register an FIR if a cognizable offense is disclosed.

If a police officer refuses to register an FIR, the affected individual can file a written complaint with the Superintendent of Police or approach a judicial magistrate, who can then direct the police to register the FIR. The Madhya Pradesh Police have also introduced an e-FIR facility to allow citizens to file FIRs online from anywhere.
