Bill to Strengthen Anti-Cheating Measures Introduced in Lok Sabha

The Union Government has taken a significant step towards curbing unfair means, paper leaks, and organized cheating mafias in public examinations. Union Minister of State Dr. Jitendra Singh introduced the 'Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026' in the Lok Sabha.

The bill aims to make the law enacted in 2024 more effective and stringent to ensure the credibility of examinations. Immediately after the bill was presented, opposition MPs created a significant uproar in the House over various issues. The Lok Sabha proceedings were disrupted due to sloganeering and intense protests, leading to an adjournment until 2 PM.

Stricter Provisions Against Paper Leaks and Cheating

The proposed amendment bill includes stringent provisions against those involved in paper leaks, any form of manipulation in the examination process, and organized use of unfair means. The government's clear stance is that a robust legal framework is essential to protect the interests of millions of aspirants while maintaining the sanctity and credibility of the examination system.

Up to 10 Years Jail and Hefty Fines Proposed

Under the amendment bill, individuals found guilty of paper leaks or serious irregularities in examinations could face imprisonment of up to 10 years. Additionally, a substantial fine ranging from Rs 50 lakh to Rs 10 crore is proposed for such offenders. These stringent measures are being taken to curb malpractices within the examination system.

Action Against Private Institutions and Coaching Centers

The new bill places special emphasis on fixing the accountability of private companies and institutions involved in conducting examinations. If these entities violate regulations, they can be blacklisted. The bill also includes provisions for the confiscation of property of coaching institutions found involved in serious irregularities. This move aims to ensure that all examination conducting bodies adhere to prescribed rules and ethical standards.

Fast-Track Courts for Swift Resolution

To ensure the swift resolution of cases related to examination offenses, the bill proposes the establishment of special fast-track courts. This initiative aims to expedite the investigation and judicial process, ensuring that culprits are punished promptly and justice is served to the aspirants. The government believes this amendment will be a significant step towards making the country's examination system more transparent, secure, and reliable.

Meanwhile, the opposition has demanded a detailed discussion on the bill and sought answers from the government on recent controversies surrounding the examination system.
