The Cliff News | Bhopal | September 4, 2026 In a major action related to disproportionate assets, the Economic Offences Wing (EOW) has taken action against Kamal Kishore Singare, the In-Charge Executive Engineer of the Public Works Department (PWD) in Balaghat, Madhya Pradesh.

Simultaneously, multiple EOW teams raided three locations associated with the officer in Balaghat, Chhindwara, and Bhopal. Preliminary investigations suggest that the officer possesses disproportionate assets worth over ₹11 crore, significantly exceeding his declared income.

This action was initiated following complaints alleging that the officer demanded commissions from contractors and accepted bribes for clearing bills for construction works. The EOW began its investigation based on a complaint filed by the Madhya Pradesh Civil Contractors Association. The subsequent raids were conducted after the investigation revealed a substantial discrepancy between the officer's declared income and his assets.

Simultaneous Raids at Locations, Documents Seized

EOW teams conducted synchronized raids at the officer's government residence in Balaghat, as well as his other residences in Bhopal and Chhindwara. During the raids, critical documents related to property, bank account details, cash, jewelry, and other financial records were thoroughly examined.

All seized documents are currently being evaluated to determine the actual value of the assets and their sources. The investigation into the valuation of properties and the sources of income is ongoing.

Initial findings from the preliminary investigation have uncovered properties including houses and land valued in crores of rupees in Bhopal and Chhindwara. Furthermore, a luxurious farmhouse and a shopping complex estimated to be worth approximately ₹1.5 crore have also been identified.

EOW teams are now focused on investigating the financial sources behind the acquisition of these expensive properties and determining how many are registered under the officer or his family members' names. During the raids, over 350 grams of gold and silver jewelry, along with a significant amount of cash, were also recovered.

Additionally, a total of 12 bank accounts held under the names of the officer and his family have been discovered. A detailed examination of the balances, transaction patterns, and investments in these accounts is underway. The investigating agency is also verifying if the assets and account balances align with the officer's known income.

Significant Discrepancy in Income and Assets After 33 Years of Service

The most striking aspect of the EOW's preliminary investigation is the alleged vast difference between the officer's approximately 33 years of service and the assets discovered. According to available information, his total salary during this service period amounted to roughly ₹1.5 crore.

In stark contrast, the investigation so far has revealed disproportionate assets exceeding ₹11 crore, a sum far greater than his declared income. However, the final determination of the actual market value of these properties and the sources of funds for their acquisition will only be clear after the detailed investigation is complete.

The EOW is currently conducting a thorough reconciliation of documents, bank accounts, and records of seized properties. A case has been registered under the Prevention of Corruption Act, and further investigations are in progress.
