Experts Convene in Bhopal for Digital Consumer Empowerment Workshop
The digital revolution has made shopping and financial transactions incredibly accessible for consumers, but it has also introduced new challenges such as online fraud, personal data privacy, and swift grievance resolution. In this landscape, awareness of consumer rights and safe digital practices are considered essential for consumer empowerment.
To address this critical issue, the Madhya Pradesh State Consumer Disputes Redressal Commission organized a comprehensive brainstorming session with experts in Bhopal on Monday. The workshop, titled 'Empowering the Digital Consumer: Rights, Redressal, and Secure Transactions,' was held at the Kushabhau Thakre International Auditorium and was attended by judicial officers, administrative officials, lawyers, and cyber experts.
Organized with the participation of the Madhya Pradesh State Policy Commission, the seminar aimed to engage in in-depth discussions on the emerging challenges faced by consumers in the digital marketplace and their effective solutions.
Evolving Dimensions of Fraud in the Digital Age
Inaugurating the workshop, Justice Smt. Sunita Yadav, Chairperson of the Madhya Pradesh State Consumer Commission, emphasized that mobile phones and e-commerce platforms are now an integral part of daily life. While these digital mediums have made market access and transactions extremely convenient, the methods of fraud and deception are evolving at the same pace.
Justice Yadav stated that it is necessary to simplify and streamline the processes for consumers to lodge their complaints so that they do not face complexities. She also highlighted the need for aware citizens who understand their rights and exercise full caution during digital transactions, alongside robust laws.
She underscored the importance of connecting law students and youth with consumer awareness campaigns, stating that while laws play a crucial role in creating a safe and fair digital environment, citizen awareness is equally essential.
Digital Convenience Brings Increased Responsibilities
Shri Man Shukla, Registrar of the Commission, shed light on the changing nature of technology and business. He noted that while consumer conveniences have expanded, the nature of complaints related to e-commerce fraud, theft and misuse of personal information, online financial fraud, and digital transactions is also changing.
He suggested that complaint monitoring, mediation, and resolution processes should be made more effective using digital mediums.
Digital Access Reaches 5.17 Crore Consumers
Dinesh Jain, Commissioner of the Food, Civil Supplies, and Consumer Protection Department, informed that his department has direct engagement with a large number of consumers and farmers through the Public Distribution System (PDS) and Minimum Support Price (MSP) based procurement. He stated that approximately 5.17 crore consumers are currently linked under the PDS.
Commissioner Jain also highlighted the positive changes in transparency, accountability, timely payments, and grievance redressal brought about by digital systems.
Data Security and Fake Reviews Emerge as Major Concerns
Dr. Monika Malik, a member of the Commission, stressed the need for continuous evolution of the consumer protection system with the rapid expansion of the digital market. She identified issues such as delayed delivery, fake online reviews, misuse of consumer data by fraudulent entities, and the privacy of personal information as key challenges.
Practical Measures to Prevent Cyber Fraud
In various sessions of the workshop, experts engaged in in-depth discussions on crucial topics including the Consumer Protection Act, 2019, consumer rights in e-commerce, unfair trade practices, product liability, digital payment fraud, cybercrime, and online grievance redressal.
Pranay Nagvanshi, Superintendent of Police, Cyber State Cell, delivered a special address on the current state of cybercrime and its evolving modus operandi. Advocate Yashvardhan Singh Raghuvanshi presented on '10 Things Every Consumer Should Know,' simplifying and explaining highly important aspects related to consumer rights in a readily understandable manner.
The Need for a Trustworthy Digital Marketplace
The central theme emerging from the discussions among the experts present at the workshop was that the ultimate goal of digital transformation is not merely to simplify transactions, but also to create a marketplace that is more transparent, accountable, and, above all, trustworthy for the consumer.
This necessitates easy availability of digital records, transparent information on complaint status, timely resolution processes, secure digital payment systems, and alternative arrangements for network or authentication-related issues.
