Political confrontation over the Special Intensive Revision (SIR) of the voter list in Delhi has intensified with a major protest scheduled for Friday, October 10. The Cockroach Janata Party (CJP), various student organizations, and opposition parties have announced a protest at Jantar Mantar demanding the resignation of Chief Election Commissioner Gyanesh Kumar and an investigation into alleged irregularities in the electoral process.

In anticipation of this protest, the capital's security arrangements have been made unprecedentedly stringent. The Delhi Police have refused permission for the demonstration, and extensive restrictions have been imposed on rail and metro services. The administration's primary focus is on controlling potential crowds and maintaining law and order in sensitive areas.

According to the Delhi Police, the necessary procedures for the proposed protest were not followed, raising concerns about significant disruption to traffic and law and order. Consequently, prohibitory orders under Section 163 of the Bharatiya Nagrik Suraksha Sanhita (BNSS) have been implemented in the New Delhi district, prohibiting public gatherings, processions, and demonstrations under specified circumstances.

The police have appealed to protesters to abide by the law and maintain peace, warning that legal action will be taken against those who protest without permission or violate prohibitory orders. The situation highlights the challenge of balancing security with democratic rights, as the planned demonstration raises broader questions about the integrity of voter lists, the Election Commission's accountability, and the right to protest.

Rail and Metro Services Severely Impacted, Passengers Face Disruption

The proposed protest has led to strict decisions regarding rail operations at New Delhi and Hazrat Nizamuddin railway stations. Train services to and from these two stations have been completely cancelled from 4 AM to 2 PM on October 10. This decision may force many passengers on mail and express trains to postpone their journeys.

Reports indicate that some prominent trains, including the Howrah-New Delhi and Sealdah-New Delhi Rajdhani Express, are also cancelled, causing significant inconvenience to passengers, especially those arriving in Delhi from other cities. Passengers who have already booked tickets are advised to check official railway information before their journey. Refunds for cancelled tickets will be processed according to railway rules. It is important to note that claims of all trains being cancelled or the entire national rail network being shut down are inaccurate, as these restrictions are primarily limited to these two Delhi railway stations and a specific time frame.

Entry and Exit Gates at 57 Metro Stations Closed

Special restrictions have also been implemented for metro passengers in the capital. The Delhi Metro Rail Corporation (DMRC), at the request of the Delhi Police, has announced the closure of entry and exit gates at 57 metro stations from 9 PM on October 9. These restrictions may continue until the situation normalizes on October 10.

The affected stations include key ones such as Rajiv Chowk, New Delhi, Central Secretariat, Patel Chowk, Mandi House, ITO, Delhi Gate, and Khan Market. These restrictions could cause considerable inconvenience for commuters in and around Central Delhi. According to DMRC, interchange facilities will remain operational at these affected stations, though separate restrictions have been mentioned for the New Delhi Metro station. Passengers are urged to obtain the latest metro information and details of alternative routes before leaving home.

Over 23,000 Police Personnel Deployed, Sensitive Areas Under Close Watch

In light of the planned protest, over 23,000 police personnel have been deployed across the capital, with assistance from paramilitary forces. Barricades have been erected to create security perimeters around key government offices, Jantar Mantar, and other sensitive locations. The police aim to control crowds, maintain traffic flow, and prevent any untoward incidents.

It is worth noting that figures and details regarding security deployment can vary across different reports, and claims of over 35,000 personnel deployed require independent verification. This massive deployment underscores the gravity with which the authorities are treating the potential for unrest.

Opposition Alleges Voter Rights Affected; Commission Presents Its Case

The crux of this entire controversy lies in the Special Intensive Revision process of the voter list. Opposition parties and protesters allege that the removal of approximately 13 crore names during this process could disenfranchise a significant number of eligible voters. They argue that the process of amending the voter list must be entirely transparent, and no eligible citizen's name should be removed without proper verification.

In response, the Election Commission has clarified its stance on these allegations. According to available reports, the Commission stated that the figures of entries flagged during the revision process are not final and are subject to change before the process is completed. The Commission also clarified that eligible individuals whose names may have been incorrectly removed have the option to re-register. Therefore, it would be premature to consider 13 crore names as definitively disenfranchised.

Opposition leaders, including those from the INDIA bloc like Rahul Gandhi and Priyanka Gandhi, have intensified their protests over this issue, having previously demonstrated before the Election Commission. The opposition is demanding accountability in the electoral process and a reconsideration of the revision procedure.
