Congress Rebuilds Grassroots Structure in Himachal, Names District Presidents After Year-Long Gap

More than a year after dissolving its organisational units in Himachal Pradesh, the Congress has taken a major step towards rebuilding its grassroots structure by appointing district presidents in 11 districts of the State. The move is seen as a key milestone in reviving the party’s cadre ahead of future electoral and organisational challenges.

The appointments, approved by Congress president Mallikarjun Kharge, are part of the party’s nationwide organisational revamp initiative titled ‘Sangathan Srijan Abhiyan’, according to an official statement issued by AICC general secretary (organisation) K.C. Venugopal.

How the Appointments Were Finalised

Party sources said the decision followed an extensive internal review process. All India Congress Committee (AICC) observers were deputed to Himachal Pradesh to conduct district-level assessments, hold interactions with party workers, and gather feedback from local leaders and stakeholders.

Based on these reports, senior leaders held one-on-one consultations with observers before finalising the names, indicating an effort to balance organisational experience with local acceptability.

List of Newly Appointed District Presidents

The Congress named the following leaders as district presidents:

  • Mandi: Champa Thakur

  • Kangra: Anurag Sharma

  • Hamirpur: Suman Bharti Sharma

  • Lahaul-Spiti: Dorje Angrup

  • Kullu: Ses Ram Azad

  • Chamba: Surjit Kumar Bharmauri

  • Sirmaur: Anand Parmar

  • Solan: Subash Chand Vermani

  • Shimla Urban: Inderjeet Singh

  • Bilaspur: Anjana Dhiman

  • Una: Des Raj Gautam

Background: A Long Organisational Vacuum

The Congress had dissolved the Pradesh Congress Committee (PCC) along with all district and block units in Himachal Pradesh on November 6, 2024, citing the need for a comprehensive organisational overhaul. Despite the dissolution, Pratibha Singh continued as the state party chief during the interim period.

The prolonged absence of a formal structure reportedly left party workers demoralised, particularly at the grassroots level, where coordination and mobilisation suffered.

New State Leadership, Fresh Push

A turning point came with the appointment of Vinay Kumar as Himachal Pradesh Congress president on November 22, 2025. He formally assumed charge on November 30 and had publicly committed to completing the organisational reconstitution within three months.

Friday’s appointments are being viewed as the first concrete step under his leadership toward restoring organisational discipline and momentum.
