Collector Meena Issues Strict Directives for Swift Resolution of CM Helpline Grievances

CM Helpline Grievance Resolution: Collector Meena's Stern Instructions
District Collector Kirolilal Meena, as part of a series of administrative meetings, has issued essential guidelines concerning grievances received on the CM Helpline, preparations for the Seva Sankalp Abhiyan, and the prevention of seasonal diseases. He conducted a thorough departmental review of CM Helpline complaints pending for 50 and 100 days, specifically highlighting the 'grading month,' and urged all concerned officials to ensure swift and effective resolution of these cases.
Collector Meena clarified that the district's performance in the 'Jan Vishwas Abhiyan' is contingent upon the pace of resolving CM Helpline complaints and public service guarantee applications. Therefore, every department must treat these matters with utmost seriousness. The Collector placed special emphasis on resolving pending CM Helpline complaints from urban bodies.
Targets for Urban Bodies and Panchayats
He set a target for all municipalities to close over 90 percent of complaints. Chief Municipal Officers (CMOs) were instructed to immediately close CM Helpline complaints related to illegal encroachments. Furthermore, actions are to be taken to demolish illegal constructions that prove dangerous to life and property, based on bylaw violations.
Chief Executive Officers (CEOs) of Janpad Panchayats were directed to ensure the prompt clearance of pending wage payments and to close related complaints. Collector Meena stressed that no complaints related to birth and death certificates should remain unresolved. He also instructed to ensure timely resolution of applications under the Sambal (Mukhyamantri Jan Kalyan Sambal) schemes.
Addressing Social Security Pension Issues
During a detailed review of complaints regarding the stoppage of pensions under social security pension schemes, he suggested organizing special camps to resolve issues such as e-KYC, Samagra deletion, and biometric mismatch.
Seva Sankalp Abhiyan Preparations Underway
Collector Kirolilal Meena also reviewed the preparations for the 'Seva Sankalp Abhiyan', scheduled to commence on September 17. He ordered all heads of departments to submit lists of beneficiaries participating in the campaign by that evening. Additionally, instructions were issued to finalize a detailed calendar of various activities to be undertaken under the campaign by the next day.
Emphasis was also placed on initiating the process of selecting program venues for activities like sanitation shramdaan, digital literacy, and road safety under the 'Seva Mera Yogdan' program, and appointing nodal officers for organizing painting and speech competitions.
Preventive Measures Against Seasonal Diseases
During the meeting, Collector Meena reviewed the availability of medicines and other essential facilities at health centers to prevent the outbreak of seasonal diseases. He directed the health department to establish effective coordination with local bodies.
All CMOs were ordered to visit their respective wards, conduct regular inspections of waterlogging situations, and the Public Health Engineering (PHE) department was instructed to collect water quality testing samples daily in collaboration with local bodies.
Other Significant Directives
Reviewing the progress of census work, Collector Meena directed all charge officers to promptly disburse their pending honorariums. He also emphasized the importance of submitting replies and justifications for contempt and other petitions pending in the High Court within the stipulated deadlines.
All urban bodies were instructed to strictly adhere to the rules related to Solid Waste Management and to submit a detailed report every fortnight. Under the Pradhan Mantri Awas Yojana (Urban) 2.0, the Collector directed that all rejected applications be re-examined and approved if found eligible.
Time Limit Sheets were also reviewed in detail. He instructed the Lead District Manager (LDM) to provide information to the departments regarding unclaimed amounts in dormant bank accounts and pending payments of bankers' checks issued in favor of departments, so that these amounts can be claimed.
