Census 2027: A Two-Phased Approach
The first phase, houselisting operations (HLO), will occur from April 1 to September 30, 2026, with each state/UT completing it within a 30-day period. This phase focuses on creating a data-backed foundation for the population enumeration (PE) phase.
The second phase, population enumeration (PE), will begin on March 1, 2027. However, in snow-bound states and UTs like Ladakh, Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, it may start as early as October 2026.
Houselisting Operations: Gathering Key Data
HLO involves listing structures, houses, and households. Enumerators will ask 33 questions covering details about households, living conditions, and access to basic amenities.
Information collected will include:
- Materials used for construction
- Purpose of the structure
- Number of residents
- Ownership details
- Number of rooms
Enumerators will also gather data on amenities, such as access to drinking water, electricity, latrines, waste management, and cooking fuel.
Digital Census and Language Accessibility
An estimated 30 lakh census operators will use specially developed mobile phone apps for data capture, available for both iPhones and Android devices, which will function offline.
"Recorded data will remain strictly confidential," the government stated.
Forms will be available in 16 languages. People can submit answers via these forms within a 15-day window before the start of HLO in their state or UT.
Caste Enumeration: A Historical Return
The PE phase will include questions about an individual's caste and sub-caste. This marks a significant shift, as caste data collection was abandoned after 1931.
"In India, where caste has historically shaped social, economic, and political dynamics, census-raised caste data can give insights into demographic distribution, socio-economic conditions, and representation of various caste groups," stated Census Commissioner of India Mrityunjay Kumar Narayan.
The last comprehensive caste-based count was conducted by the British between 1881 and 1931. Caste was excluded from all census operations conducted since Independence.
The Importance of Updated Data
The opposition had pushed for the census to be held in 2027, arguing it is necessary to have an accurate, up-to-date count of population and socio-economic data for effective policy-making.
The last census was conducted in 2011. The 2021 census was abandoned due to the pandemic.
