Cabinet Freezes 87,695-Crore Rupees Dues In Big Relief For Voda\ Idea

In a significant relief for debt-laden telecom operator Vodafone Idea (Vi), the Union Cabinet on Wednesday approved a support package that effectively freezes a substantial portion of the company’s adjusted gross revenue (AGR) dues, offering much-needed breathing space to the struggling operator.

According to reports, Vodafone Idea’s AGR dues amounting to ₹87,695 crore have been frozen as of December 31. Under the Cabinet’s decision, this large liability will not be required to be paid immediately. Instead, the repayment has been deferred and spread over a long-term horizon of 10 years, beginning from the financial year 2031–32 (FY32) and continuing until FY2041 (FY41). This move significantly eases Vi’s near- and medium-term cash flow pressures, which have been a major concern for both investors and the government.

The frozen AGR amount will be subject to reassessment by the Department of Telecommunications (DoT) at a later stage. This reassessment will be carried out in line with the Deduction Verification Guidelines and audit reports, which could potentially reduce the final payable amount depending on the outcome of the review. A government-appointed committee will examine the reassessed figures and take the final call on the revised dues.

However, the relief is not universal. The Cabinet decision clearly excludes AGR liabilities related to financial years 2017–18 and 2018–19. These dues have already been finalised under a 2020 Supreme Court order and will remain unchanged. Vodafone Idea will be required to pay these amounts as per the existing repayment schedule, between FY26 and FY31, without any relaxation.

The government’s move is seen as a strategic step to stabilise the telecom sector and protect its own financial interests. The Centre currently holds nearly a 49% stake in Vodafone Idea following the conversion of interest on dues into equity in earlier relief measures. Ensuring Vi’s survival is crucial not only to safeguard this stake but also to maintain competition in India’s telecom market, which is currently dominated by a few large players.

Additionally, the decision is aimed at protecting the interests of Vodafone Idea’s approximately 20 crore subscribers across the country, who could have been adversely affected in the event of a further deterioration in the company’s financial position or a potential exit from the market.

Despite the long-term relief, the immediate market reaction was negative. Vodafone Idea shares came under pressure following the announcement, reflecting investor concerns over the company’s ongoing financial challenges and uncertainty around future fundraising and operational turnaround. Around 3:05 pm, the stock was trading at approximately ₹10.8 on the National Stock Exchange (NSE), down 10.36%.

Overall, while the Cabinet’s decision does not eliminate Vodafone Idea’s AGR burden, it provides crucial time and flexibility for the company to restructure its finances, pursue fundraising plans, and focus on improving operations. The effectiveness of this relief, however, will depend on the outcome of the DoT’s reassessment, Vi’s ability to raise fresh capital, and its capacity to remain competitive in an increasingly challenging telecom landscape.
