Bhopal’s Drinking Water Under Threat as Sewerage Gaps Leave City Exposed to Contamination

Every time residents in Bhopal open a tap, there is a growing risk that the water flowing into their homes may be contaminated. Municipal officials and urban planners now acknowledge that large parts of the Madhya Pradesh capital lack the basic infrastructure needed to keep sewage safely separated from drinking water pipelines—a failure with serious public health implications.

Why Water and Sewage Separation Matters

According to national standards laid down by the Central Public Health and Environmental Engineering Organisation (CPHEEO), sewer lines should ideally run along the centre of roads, while drinking water pipelines are placed along the sides, with a minimum horizontal separation of 300 millimetres. This design reduces the risk of sewage entering water lines during leaks, pressure drops or flooding.

Bhopal Municipal Corporation (BMC) city engineer Udit Garg said the principle is well understood but rarely achievable on the ground. “In many localities, there is simply no physical space left to maintain the required separation between water pipelines and sewer lines,” he said, adding that the water supply department responds immediately whenever leaks are detected.

A Network Skewed Heavily Towards Water Pipes

The scale of the imbalance is stark. Bhopal has roughly 4,200 kilometres of drinking water pipelines supplying nearly every household in the city. In contrast, the sewerage network spans only about 700 kilometres. This means there are six kilometres of water pipelines for every kilometre of sewer line.

As a result, nearly 83% of areas that receive piped water have no underground sewerage system at all. Wastewater in these localities is typically discharged into open drains or poorly maintained channels, increasing the likelihood of cross-contamination—especially when drains overflow or pipelines rupture.

Fragmented Responsibility, Limited Oversight

Institutional fragmentation compounds the problem. While the water supply wing monitors pipeline leaks and water quality, clogged drains and sewer overflows fall under BMC’s civil engineering department. Cleanup and sanitation involve yet another arm of the corporation, the health (Swachh) department.

Officials concede that coordination is weak. Repairs to sewer lines or drains are rarely followed by systematic water quality testing to confirm that contamination risks have been eliminated. Residents, in effect, are left to trust that contractors have adhered to basic standards—an assumption public health experts warn is risky.

Unplanned Expansion and Long-Standing Warnings

Bhopal’s infrastructure crisis is rooted in decades of unplanned growth. The city has expanded for nearly 30 years without an updated master plan, allowing utilities to be laid in the same corridors with little long-term planning.

A study by Barkatullah University documented that in several municipal zones—particularly zones 1, 2, 3, 7 and 14—drainage and water supply lines often pass through the same channels, especially in slum areas. Such layouts sharply increase contamination risks during monsoon flooding or routine maintenance failures.

AMRUT 2.0: Relief, but Not a Solution

Under the AMRUT 2.0 urban renewal mission, Bhopal is set to receive projects worth around ₹831 crore, including the addition of about 700 kilometres of new water pipelines and roughly 666 kilometres of sewer lines.

While the investment is significant, infrastructure experts say it still falls far short of what the city needs. Even after these additions, Bhopal will face an estimated sewerage shortfall of over 2,500 kilometres. Sewer coverage would amount to only about 28% of the water network, well below the 40–60% range considered necessary for safe and balanced urban systems.

Public Health at Stake

An estimated six lakh people living in slum settlements remain particularly vulnerable. Contaminated water is a known driver of diseases such as diarrhoea, hepatitis, typhoid and cholera—conditions that disproportionately affect children, the elderly and low-income households.

Municipal officials privately admit that continuous monitoring is currently the only line of defence. But without rapid expansion of sewerage infrastructure and better coordination between departments, experts warn the problem will worsen as the city grows.

For now, Bhopal’s residents remain caught between expanding water supply and lagging sanitation—a gap that turns something as basic as drinking water into a daily risk.
