Administration Cracks Down on Cow Shelter Negligence

Bhind | August 18, 2026 - The district administration in Bhind has adopted a firm stance against negligence in the operation of cow shelters and the failure to maintain them at prescribed capacity. Following directives from Collector Kirodilal Meena, Chief Executive Officer (CEO) of the District Panchayat, Veersingh Chauhan, and Deputy Director of the Animal Husbandry and Dairy Department conducted surprise inspections of various village cow shelters.

During these inspections, arrangements at cow shelters in Babedi (Bhind district), Gohara (Mehgaon district), and Para, Jauri Kotwal, and Ghinochi (Ater district) were reviewed. It was discovered that many shelters were not housing the number of cattle commensurate with their designated capacity.

Show-Cause Notices Issued Amidst Negligence

In light of this serious negligence, show-cause notices have been issued to the Sarpanchs, Secretaries, and cow shelter operators of the concerned Gram Panchayats. Officials have clarified that if satisfactory replies are not submitted within a stipulated timeframe and the cow shelters do not resume operations smoothly as per regulations, strict disciplinary action will be taken against the Sarpanchs and Secretaries under Sections 39 and 40 of the Panchayat Raj Act. Furthermore, agreements with the cow shelter operators will also be revoked.

Eviction of Stray Cattle Ordered

The district administration has also issued orders to immediately capture stray cattle roaming on roads and relocate them to the nearest cow shelters. Accordingly, the Nagar Palika Bhind has been directed to send cattle found wandering on the streets to the cow shelters in Babedi, Gohara, and Para. Similarly, the Nagar Parishad Mehgaon will transfer stray cattle from its jurisdiction to the cow shelters in Barhad and Pachera Gram Panchayats. The Nagar Parishad Gohad has also been instructed to arrange for the safe transfer of cattle from its area to the cow shelters located in Chhimka, Piparsana, Chitaura, and Allori Gram Panchayats.

Livestock Owners Face Increased Scrutiny

The district administration has also warned livestock owners, stating that if cattle are found roaming on the roads in any Gram Panchayat area, the concerned Sarpanch and Secretary will be held directly responsible and disciplinary action will be initiated against them. Additionally, if any livestock owner is found leaving their domestic animals unattended on roads or public places, they will not only be fined but will also face legal action. The objective of this crackdown is to prevent accidents and disruptions caused by cattle on the roads, while also ensuring the proper care of the cattle.
