The Prime Minister stressed the need to cultivate a work culture in ministries and states where officials and agencies proactively identify and address potential obstacles rather than waiting for problems to arise. He emphasized taking greater responsibility at every level of project implementation, expediting pending issues, and ensuring active, seamless coordination between different departments.

The meeting also underscored that adherence to timelines, inter-departmental synergy, and swift resolution of bottlenecks are critical factors for project success. This involves a commitment to proactive problem-solving and robust inter-agency collaboration.

Consideration of Common Utility Corridors

The Prime Minister directed that when planning large transport and infrastructure projects, the possibility of developing Common Utility Corridors, wherever feasible, should be considered. He suggested a thorough study in the initial planning phase for integrated pipeline laying or corridor development for various infrastructure services like electricity, water, gas, and telecommunications.

He instructed ministries and state governments to assess the technical and economic feasibility of such integrated systems. This aims to reduce the need for repeated digging and redundant work for future projects and ensure optimal and efficient utilization of available resources.

Speed Without Compromising Quality

Prime Minister Modi clarified that while rapid project completion is crucial, it should never come at the expense of quality. He urged ministries, states, and implementing agencies to increasingly leverage modern technologies and strengthen their systems to ensure quality at every stage of the project.

The 'AgriStack,' being developed under the National Digital Agriculture Mission, was also reviewed during the meeting. The Prime Minister specifically emphasized the adoption of innovative digital technologies, including Artificial Intelligence (AI), for more effective utilization of available data in the agriculture sector.

He stated that the data ecosystem in agriculture should extend beyond mere record-keeping or database creation. It should be used for better and more informed decision-making, from input planning to production, processing, and across the entire agricultural value chain. The Prime Minister explained that a data-driven system can significantly aid in delivering tailored support to farmers, better planning of resources, and making more effective decisions in agriculture.

He appreciated the efforts of states and the central government in building AgriStack and called for its further strengthening to improve outcomes for farmers. He encouraged a deeper integration of AI to enhance agricultural efficiency and decision-making.

Awareness on Cyber Fraud and 'Digital Arrest'

The meeting also reviewed the growing incidents of cyber fraud and 'digital arrest'. The Prime Minister stated that mere action is insufficient for preventing cybercrimes; continuous strengthening of training, public awareness, and cybersecurity education is necessary.

He specifically highlighted the need for continuous awareness campaigns among the elderly, youth, and vulnerable sections of society. Emphasis was placed on educating people about common cyber-scam methods, warning signs of suspicious activities, and safe digital practices. The Prime Minister also stressed the importance of regular training to enhance the capacity of personnel and agencies dealing with cybercrimes, as methods of cyber fraud are constantly evolving.
