47th ASEAN Summit Kicks Off in Kuala Lumpur Amid High-Level Diplomacy and Trade Tensions

The 47th Association of Southeast Asian Nations (ASEAN) Summit and associated meetings officially commenced on Sunday under the theme “Inclusivity and Sustainability”, bringing together leaders from the 10-member bloc alongside top officials from key dialogue partners including the US, China, Japan, South Korea, and India, which will participate virtually.

Malaysian Prime Minister Anwar Ibrahim, hosting the three-day summit from October 26-28, said he expects the meetings to produce positive outcomes on trade, security, and regional cooperation, including discussions on US tariffs, rare earth mineral access, and the Regional Comprehensive Economic Partnership (RCEP).

India Participates Virtually

Indian Prime Minister Narendra Modi will not attend in person due to scheduling conflicts but will join the summit virtually. In a social media statement, Modi congratulated Anwar on Malaysia assuming the ASEAN Chairmanship and reaffirmed India’s commitment to deepening the ASEAN-India Comprehensive Strategic Partnership.

External Affairs Minister S. Jaishankar will represent India in several summit-level discussions, including the East Asia Summit on October 27.

Global Leaders Converge

The summit has drawn more than 30 heads of state and government. Key invitees include:

  • US President Donald Trump, who will attend a dinner with ASEAN leaders and witness the signing of a peace accord between Thailand and Cambodia following deadly border clashes in July.

  • Brazil’s President Luiz Inacio Lula da Silva, South Africa’s Cyril Ramaphosa, South Korea’s Lee Jae Myung, and Chinese Premier Li Qiang.

  • Japan’s Prime Minister Sanae Takaichi, along with leaders from Australia, Canada, and New Zealand.

  • ASEAN member states, including Brunei, Indonesia, Singapore, Cambodia, Vietnam, the Philippines, Laos, Thailand, and Timor-Leste, which is set to officially become ASEAN’s 11th member during the summit.

Representatives from the UN, World Bank, IMF, and other international organisations are also in attendance. Russia will be represented by Deputy Prime Minister Alexander Novak, while Myanmar’s military leadership remains excluded due to the February 2021 coup.

Key Agenda Items

The summit will focus on a range of economic, political, and security issues, including:

  • Trade and tariffs: Discussions on US “Liberation Day Tariffs,” which range from 10-40% across ASEAN countries, and China’s restrictions on rare earth exports critical to high-tech manufacturing.

  • Regional security: Tensions in the South China Sea, the Rohingya crisis in Myanmar, and ongoing civil conflict.

  • Humanitarian and peace initiatives: Trump will witness the signing of a Thailand-Cambodia peace deal, aimed at resolving clashes that displaced hundreds of thousands.

  • RCEP and regional economic integration: Malaysia advocates expanding RCEP membership and enhancing trade ties across the bloc.

  • Global crises: ASEAN leaders are expected to issue statements on the Gaza situation and discuss transnational challenges, including the rise of scam centres and criminal networks in Southeast Asia.

Security and Protocol

Over 10,000 police personnel have been deployed in Kuala Lumpur to secure the summit. Anwar emphasized the importance of robust security arrangements to ensure smooth proceedings.

The summit represents ASEAN’s biannual platform for dialogue on economic, political, and socio-cultural cooperation. Since its founding in Bangkok on August 8, 1967, ASEAN has grown into a regional powerhouse, now including Timor-Leste as its newest member, completing the bloc’s expanding family.
